The New Jersey Administrative Code states that the Department of Community Affairs (DCA) shall be the sole plan review agency for electrical generating stations and substations (N.J.A.C. 5:23-3.11(a)1.). Renewable energy projects fall into this category and as such are under the authority of DCA.

A building and electrical subcode permit must be secured from DCA prior to installing a renewable energy project. The building permit application shall be accompanied by drawings of the wind turbine structure, including the tower, base and footings. The plans must be signed and sealed by a New Jersey licensed professional. Professionally signed and sealed plans must also be submitted for the electrical components.

DCA's permit fees are based on the estimated cost of the project using the fee schedule adopted in the Uniform Construction Code (N.J.A.C. 4:20(c)).
