Richard S. Mroz, Esq. is a Commissioner of the New Jersey Board of Public Utilities (NJBPU).  He was nominated to the NJBPU on September 18, 2014 and was confirmed by the New Jersey Senate on September 22, 2014.  Immediately thereafter, Governor Christopher Christie designated Commissioner Mroz as President of the NJBPU, thereby making him a member of the Governor’s Cabinet.  He served as President, which is the chairman and chief administrative officer of the NJBPU, from October 2014 until January 2018.  He currently serves as one of the five Commissioners of the NJBPU.

Commissioner Mroz is Chairman of the Critical Infrastructure Committee for the National Association of Regulatory Utility Commissioners (NARUC). The Committee was established on a temporary basis after the Sept. 11, 2001 terrorist attacks and the now-permanent Critical Infrastructure Committee provides State regulators a forum to analyze solutions to utility infrastructure security and delivery concerns. He is a thought leader on issues the Committee regularly addresses including cyber security, workforce development, and infrastructure improvements in all industries.

The Commissioner is also a member of the NARUC Electricity Committee, which deliberates on policy recommendations, emerging issues, as well as best practices in regulatory policies in the electric generation, transmission, and distribution industries. He is also a member of NARUC’s Subcommittee on Nuclear Issues and Nuclear Waste Disposal and serves on the NARUC Board of Directors. 

The Commissioner was the representative for New Jersey to the Organization of PJM States, Inc. (OPSI) from September 2014 to January 2018. In that time he served as President of OPSI from November 2016 to November 2017, leading it to deliberate on substantive issues around competitive electric markets and transmission planning.  Commissioner Mroz is also a member of the New Mexico State University Center for Public Utilities Advisory Council and the Electric Power Research Institute (EPRI) Advisory Board.

The Commissioner continues a long and distinguished career in legal affairs and public service. From 1991-1993 He served as the County Counsel for Camden County New Jersey.  In 1993 then Governor Christine Todd Whitman appointed him to the first of several senior positions in her administration. He served as Director of Authorities, Governor’s counsel, and liaison to New Jersey’s largest independent agencies.  In 1998 Governor Whitman appointed him as Special Counsel.

In 1999, Governor Whitman recognized the Commissioner’s thought leading abilities appointed the Commissioner to Chief Counsel.  The Commissioner served as the Governor’s primary advisor for legislative affairs, judicial and prosecutorial appointments, as well as, legal, policy and management issues of the State government.  Governor Whitman designated the Commissioner as New Jersey’s representative to Philadelphia 2000 (Philadelphia’s Host Committee) for the National Republican Convention.  In that position, he coordinated all of New Jersey’s efforts to support the 2000 Convention including numerous special events. The Commissioner is a graduate of the University of Delaware and holds a J.D. from the Villanova School of Law.
