About the Division of Audits
Under the direction of Dennis Moran, the Division of Audits consists of two bureaus, financial and management, reporting to the director of respective utility audits.
Financial Audit Bureau
The Financial Audit Bureau staff reviews the accounting and financial history of any utility for specific timeframes selected by Board management. It tests such material to assure that the public is paying appropriately. The Financial Audit Bureau staff is available to the Board to review the books and records of any utility at any time should current events dictate some action. The staff of the Financial Audits group lends their collective expertise to other operating divisions in the Board where necessary and has been an integral part of special audits on construction programs, gas contracts, comprehensive resource analysis programs (energy efficiency and renewable energy) of electrical and gas utilities and others in the water and telephone industries. This Bureau effective July 1, 2002 is also the licensing area for company's wanting to provide local exchange and inter-exchange telecommunication services and for energy agent and/or private aggregator Registration and renewals.
Management Audit Bureau
The Management Audit Bureau pursuant to statute (N.J.S.A. 48:2-16.4) reviews the operations and management of energy utilities during a specific timeframe with a goal of seeking efficiency and accountability of actions in order to assure the public that costs are being maintained at a level sufficient but not abundant to assure safe, adequate and proper service. The management audit goal of efficiency reflects endeavors to improve the future operations and management of the utility. The management audit staff has investigated and recommended courses of action to the Board on restructuring, electric outages, gas explosions, Y2K, compliance reviews, reliability of service, generation, One Call, competition, affiliate relations, and the telephone finance integrity.
Under the new EDECA rules, the staff from both bureaus will have the responsibility of performing competitive service compliance reviews for the electric and gas utilities every two years. These reviews are to be performed by an independent consulting firm but under the direct supervision of staff
