Grace M. Kelly, Deputy CEO of the Civil Service Commission

 

Grace M. Kelly, Morristown, NJ, has joined the New Jersey Civil Service Commission as Deputy CEO.

Ms. Kelly will be responsible for overseeing day-to-day operations of the Commission's professional staff; assessing organization and individual efficiency and operations, including personnel requests and CSC management of human resources functions; updating and implementing the performance assessment process; and spearheading the Commission's investment in and upgrading of technology.

"Ms. Kelly's wealth of experience ‘in the trenches' of public administration is a tremendous asset as we continue to align the Civil Service system with the realities of today's workplace," Robert M. Czech, Chair/CEO of the CSC, said. "Her combination of human resources and information technology expertise positions her at the leading edge of personnel reform."

Ms. Kelly brings over sixteen years' experience in Morris County governmental administration, most recently as Director of Human Resources and Information Services, with responsibility for six county government divisions. The department director was designated by the Morris County Board of Chosen Freeholders as the County Appointing Authority, giving her a hands-on familiarity with the Civil Service system.

Prior to that, she oversaw all county human resources functions as Division Director of Personnel, and recruitment, training and payroll as Director of Policy and Administration for the Morris County Prosecutor's Office.

Ms. Kelly holds a Master of Science in Management from Stevens Institute of Technology, Hoboken, and a Bachelor's degree from East Stroudsburg University, East Stroudsburg, PA.
