          A regular meeting of the Civil Service Commission was held on Wednesday, February 12, 2020, at 10:00 a.m., in Trenton, New Jersey.

 

          PRESENT: Deirdré L. Webster Cobb, Chairperson, Members Dolores Gorczyca, Daniel W. O’Mullan (via telephone) and Diomedes Tsitouras; Pamula Ullman, Deputy Attorney General; Christopher Myers, Director, Division of Appeals and Regulatory Affairs.

 

          In accordance with L.1975, c.231, the Secretary to the Civil Service Commission opened the meeting with the following statement:

 

    Notice of this meeting was filed with the Secretary of State and sent to the Trentonian, Trenton Times, Courier-Post and Star Ledger on November 13, 2019, and posted at the Civil Service Commission, 3 Station Plaza, Trenton, New Jersey.

 

    All actions were by unanimous vote unless otherwise specified.

          Todd Chapman appeals the decision of the Division of Agency Services which found that, per the substation clause for education, he did not meet the experience requirements for the promotional examination for Program Specialist 3 Social/Human Services (PS0363I), Department of Corrections.

 

ACTION:    The Civil Service Commission directed that this appeal be denied and the classification of the appellant’s position be referred to the Division of Agency Services for review.

 

B-41  MADONNA MORRIS – CSC DOCKET NO. 2019-2843

 

          MaDonna Morris appeals the determination of the Division of Agency Services, which found that she failed to meet the experience requirement for the promotional examination for Management Assistant (PM1645W), Jersey City School District.

 

ACTION:     The Civil Service Commission directed that this appeal be denied.

 

B-42  CHRISTINA PAGE – CSC DOCKET NO. 2020-1671

 

          Christina Page appeals the determination of the Division of Agency Services, which found that she was below the minimum requirements in experience for a qualifying examination for Executive Assistant 1.

 

ACTION:    The Civil Service Commission directed that this appeal be denied and the classification of the appellant’s position be referred to the Division of Agency Services for review.

 

B-43  ROBERT BRAND, ET AL. – CSC DOCKET NOS. 2020-1277, ET AL.

 

          Robert Brand, Mark Macrina and Edward O’Hara, Correctional Police Lieutenants, Juvenile Justice, with the Juvenile Justice Commission, represented by Kevin D. Jarvis, Esq., request a waiver of repayment of salary overpayments pursuant to N.J.S.A. 11A:3-7, which provides that when an employee has erroneously received a salary overpayment, the Civil Service Commission may waive repayment based on a review of the case.

 

ACTION:     The Civil Service Commission directed that these requests be denied.

 

B-44  KEITH AIELLO – CSC DOCKET NO. 2020-1726

 

          Keith Aiello, a Police Chief with Independence Township, represented by Timothy J. Prol, Esq., petitions the Civil Service Commission for interim relief of his immediate suspension.

 

ACTION:     The Civil Service Commission directed that this petition be denied.

 

B-45  FIRE PREVENTION SPECIALIST (M0566U), RIDGEWOOD – CSC DOCKET NO. 2020-1594

 

          In In the Matter of Fire Prevention Specialist (M0566U), Ridgewood (CSC decided August 16, 2017), the Civil Service Commission (Commission) granted the request of Ridgewood for an appointment waiver from the December 21, 2016 certification (OL161454) for Fire Prevention Specialist (M0566U), Ridgewood and ordered that no selection costs be assessed at that time since there was a possibility that the list could be utilized prior to its expiration. The appointing authority did not utilize the subject eligible list and the matter of the assessment of the costs is now before the Commission.

 

ACTION:     The Civil Service Commission directed the appointing authority be assessed selection costs in the amount of $2,048 and the matter of the classification of Firefighter positions in the Fire Prevention Bureau be referred to Agency Services for review.

 

B-46  SARA JENA – CSC DOCKET NO. 2020-1727

 

          Sara Jena appeals the determination of the Division of Agency Services which found that she did not meet the minimum requirements in experience for the promotional examination for Senior Repairer (PS0318H), Department of Human Services.

 

ACTION:     The Civil Service Commission directed that this appeal be granted.
