SUBJECT: Change in State Classification Plan

DEPARTMENT OF HUMAN SERVICES

This is submitted for consideration at the next Merit System
Board meeting.

The Communication Workers of America (CWA), with the support of
the Department of Human Services, has requested the upward
reevaluation of the following titles:

Child Support and Paternity Specialists (CSPS) 1
Child Support and Paternity Specialists (CSPS) 2
Child Support and Paternity Specialists (CSPS) 3

The titles all reside within the Department of Human Services,
Division of Family Development. The appeal was submitted based on
the assertion that overall functions and responsibilities have
been added to the Division of Family Development expanding the
experience, knowledge, skills and abilities requirements
necessary for these three positions.

The Department of Personnel is in agreement that these three
titles be reevaluated upward by one class code based on the
finding that there is an increase in some areas of job content
for each of the three titles. These changes were primarily in
the degree of autonomy and the levels of problem solving. The
CSPS1, a supervisory title, also showed an increase in the level
of supervision exercised.
