Calculators for Determining Growth Share Obligations
COAH has developed calculator tools that may be used to determine projected growth share obligations based on the methods permitted in N.J.A.C 5:97-2.4 and 5.6 and the guidance document approved by COAH on August 12, 2009 for Municipalities that Conform to the Highlands Regional Master Plan.
Workbook A uses the COAH-generated growth projections and guides the user through permitted exclusions to determine both a residential and non-residential growth share obligation. Municipalities relying on the COAH-generated growth projections need only use Workbook A. Workbook B should be used by municipalities when the municipality anticipates that its growth through 2018 is likely to exceed the growth through 2018 that has been projected by COAH and the municipality wants to plan accordingly. Workbook B includes a version of Workbook A to determine a projected Growth Share Obligation, based on COAH-generated growth projections, against which the municipally determined Growth Share Obligation will be compared. Workbook C should be used by municipalities seeking a downward adjustment to the COAH-generated growth projections based on an analysis of municipal land capacity. Workbook C includes a version of Workbook A to determine a projected Growth Share Obligation, based on COAH-generated growth projections, against which a Growth Share Obligation based on municipally identified land capacity will be compared. Growth projections may be reduced if the resulting growth share obligation results in a figure that is at least 10 percent lower than the Growth Share Obligation that would result from the COAH-generated growth projections. Actual growth must first be determined using the Actual Growth worksheet. A growth projection adjustment may only apply to any remaining growth. | |
