COAH Training for Affordable Unit and RCA Monitoring

COAH is pleased to announce that starting this year, the Annual Monitoring of Affordable Housing Trust Funds, Affordable Units, and RCAs will be conducted electronically through COAH’s new web-based computer system called the CTM System.  Municipalities must designate municipal representatives to attend applicable training session(s).

All training sessions will be held at the DCA Computer Training Lab, 8th Floor, Room 829, 101 South Broad Street, Trenton, NJ.  Public transportation is available via the Trenton Train station & Riverline, and parking is available in nearby garages and the Marriott Hotel. The Annual Project and Unit Monitoring Reports are designed to provide COAH with information on the implementation of your Fair Share Plan and the production of affordable housing and are required to be completed by all towns under COAH’s jurisdiction and by court towns that were ordered to submit monitoring to COAH.

The class is open to Municipal Housing Liaisons (MHLs) at no charge. You must be an MHL to register. If you are an MHL and an RCA Administrator for a receiving municipality do not register for one of these courses. A class specific to your needs will be offered in July (see below).

Municipal Housing Liaisons (MHL) should bring monitoring data with them to use during the training. Monitoring and unit forms for 2008 will be available online soon. Your data will not be checked for completeness at this time, but the more information you bring, the more you will benefit from the training.

The regional contribution agreement (RCA) Project and Unit Monitoring and RCA Account Drawdown Reports are designed to provide COAH with information on the implementation of your RCA, the production of affordable housing and the expenditure of the RCA funds. This monitoring is required to be completed by all RCA receiving municipalities.

RCA Administrators should bring monitoring data with them to use during the training. Monitoring and unit forms for 2008 will be available online soon.

The Annual Trust Fund Monitoring Report is designed to provide COAH with information on the implementation of your Fair Share Plan and your production of affordable housing through the collection and expenditure of development fees, fees from developers’ agreements, and payments in lieu of construction and are required to be completed as part of your municipality's substantive certification or judgment of compliance.

Training for affordable housing trust fund report prepares was held in April and May 2008. Monitoring data for the period January 1, 2007 through Decemer 31, 2007 must be entered in the CTM System by June 30, 2008. Once entered, the certification form, bank statement, and reconciliation (if needed) must be mailed to COAH.
