The Bureau of Rooming and Boarding House Standards is responsible for
the implementation and enforcement of the Rooming and Boarding House
Act of 1979, and the inspection and licensure of emergency shelters
for the homeless pursuant to Rules Governing Shelters for the Homeless.

Governing Rooming and Boarding Houses and Related Statutes
Implement and enforce the provisions of the Rooming and Boarding House
Act of 1979, which mandates social and safety requirements for all rooming
and boarding homes in the state. Upon satisfactory compliance with the
act, licenses will be issued by the bureau to owners and operators of
these facilities.
All
rooming and boarding homes in the state are evaluated for the physical
safety and social well being of the resident population. Physical and
social evaluations are conducted by the bureau yearly as a prerequisite
to licensing. Physical and social evaluations are conducted by municipalities
upon application to and approval by, the bureau. Municipalities wishing
to conduct physical inspections should contact the bureau. Social evaluation
can be conducted only by the bureau. Owners and operators must apply
to the bureau for a license to own and or operate a rooming or boarding
home.
Rules
Governing Emergency Shelters for the Homeless
Implements
and enforces the provisions of the Rules Governing Emergency Shelters
for the Homeless Act that mandate safety requirements for emergency
shelters in the state. Upon compliance with the act, licenses will be
issued by the bureau to owners of these shelters.
To ensure that emergency shelters in the State of New Jersey are constructed,
maintained and operated in such a manner as to protect the health, safety
and welfare of their occupants. Municipalities wishing to conduct inspections
