NEW JERSEY DIVISION OF FIRE SAFETY
Bureau of Fire Department Services

 

Within the Bureau of Fire Department Services there are several units. Each unit services the public in many different ways. Provided below is a brief description of how each unit functions within the Division of Fire Safety.

ARSON/K-9 INVESTIGATION UNIT

TYPE OF ASSISTANCE: Technical and Advisory

PROGRAM DESCRIPTION: Responsible to conduct cause and origin investigation of fires and explosions that occur in any municipality where the Division of Fire Safety is the fire code enforcing agency. In addition, this unit has primary responsibility for fires in any owned, leased, or occupied state facility. The unit also has the statutory responsibility to investigate any serious injury or fatality that occurs to a firefighter in the line of duty.

OTHER INFORMATION: The unit utilizes three K-9 accelerant detection dogs. One K-9 is located in the northern, central and southern part of the State. To notify the unit of an incident or request assistance, call 1-866-NJFIRES (653-3437).

ASSISTANCE PROVIDED TO: Fire departments, local Fire Officials/Fire Marshals, NJ State Police, County Prosecutors Offices, local police, FBI, ATF or any other fire or law enforcement agency.

OFFICE OF FIRE DEPARTMENT PREPAREDNESS

TYPE OF ASSISTANCE: Technical and Advisory

PROGRAM DESCRIPTION: Responsible to coordinate the use of fire service mutual aid and the movement of fire service resources, particularly during a declared State of Emergency. The unit assists each County Fire Coordinator with the development of local and county Fire Mutual Aid Plans. A Regional Fire Coordinator is assigned to each of New Jersey’s four regional response areas. Also, represents the Division and the State’s fire service in areas such as UASI, Port Security, and Homeland Security matters. One member of this unit is permanently assigned to the State’s Regional Intelligence and Operations Center.

OTHER INFORMATION: The unit will be deployed for any incident that requires significant mutual aid throughout the State.

ASSISTANCE PROVIDED TO: County Fire Coordinators, local fire service, NJ Forest Fire Service, State and local Offices of Emergency Management.

OFFICE OF TRAINING & CERTIFICATION

TYPE OF ASSISTANCE: Technical, Advisory, and Training

PROGRAM DESCRIPTION: To provide statewide educational and training programs relating to fire protection, fire prevention, fire safety inspection, and to certify fire officials/fire inspectors who enforce the uniform fire code. Additionally, over 150 continuing education seminars are available annually. The office also develops training standards for various positions within the fire service and makes available training programs leading to certification in those positions. Continuing education programs are also available to individuals holding certain certifications. This program also offers National Fire Academy Training courses covering all aspects of firefighting.

ASSISTANCE PROVIDED TO: Fire service training academies, any fire service organizational or private individual.

PUBLIC EDUCATION

TYPE OF ASSISTANCE: Technical and Advisory

PROGRAM DESCRIPTION: Increases public awareness of fire safety by developing educational fire safety materials such as brochures, flyers, posters and booklets for distribution to schools, fire departments and the general public. Develops specific fire safety programs for schools, preschools and senior citizens; publishes a newsletter for members of the fire service and other individuals and organizations interested in fire safety; coordinates an annual fire safety poster contest and administers a “Fire Bowl” competition for school children throughout the state.

ASSISTANCE PROVIDED TO: Municipalities, school, fire departments and the general public.

JUVENILE FIRESETTER PREVENTION

TYPE OF ASSISTANCE: Technical, Advisory, and Training

PROGRAM DESCRIPTION: Coordinates a Statewide effort to establish a Juvenile Firesetter Prevention Program in each of the 21 counties. Collects and maintains a database of incidents involving juvenile firesetters. Sponsors numerous training programs annually for the fire service, law enforcement, juvenile justice and mental health and social service agencies.

ASSISTANCE PROVIDED TO: Local/County Juvenile Firesetter Prevention Programs, Fire Service, law enforcement, mental health and social service agencies.

FIRE EQUIPMENT CONTRACTORS CERTIFCATION UNIT

TYPE OF ASSISTANCE: Technical and Advisory

PROGRAM DESCRIPTION: Licenses businesses and individuals involved in the installation, service, and maintenance of fire protection equipment including fire extinguishers, kitchen and specialized fire suppression systems and fire sprinkler systems. Business permits and individual certifications are valid for three years after which time they must be renewed.

ASSISTANCE PROVIDED TO: Fire protection equipment contractors, fire code enforcement officials, customers of fire protection contractors.

OTHER INFORMATION: Investigates complaints and serves as an arbiter for any disputes between fire protection contractors and customers.

VOLUNTEER EMERGENCY SERVICE ORGANIZATION (VESO) LOAN PROGRAM

TYPE OF ASSISTANCE: Low Interest Loans

PROGRAM DESCRIPTION: Provides 2% simple interest loans for volunteer fire and emergency medical services organizations to fund vehicle acquisition/refurbishment, facilities, and equipment, on a competitive basis. Repayment schedules vary between 5 and 20 years.

ASSISTANCE PROVIDED TO: Volunteer fire and EMS agencies, fire districts and municipalities.
