Program
Overview
The purpose of the Office of Housing Advocacy (OHA) Non-Profit Performance
Grant Program is to build and expand the capacity of nonprofit organizations
to develop affordable housing. The program provides operating support
and technical assistance to 501(c)3 organizations that can demonstrate
the capacity to create and maintain a consistent production pipeline
of affordable housing.

The OHA Non-Profit Performance Grant Program is a production-oriented
program. Grantees are expected to work toward expanding their housing
production capacity.

Grantees are expected to achieve and maintain a level of production
that will make an impact on their target neighborhood or target
population.

Grantees are evaluated each year on organizational capacity, proposed
production (pipeline) and production achieved. New grantees will
be given two years to meet the criteria established for continued
funding.

OHA rewards grantees for achieving significant levels of production.
Each grantee receives a base grant amount to support professional
housing production staff and bonuses for each unit brought to market.

Amount
Grantees that continue meet minimum production targets are eligible
to receive base grants of $48,000 and production bonuses of up to
$72,000.

Activities
OHA Performance Grant funds are to be used to support professional
staff salaries and related operating expenses associated with the
development of affordable housing units in the State of New Jersey.
Note:
Funds are not intended for payment of project consulting fees.
Grant
Conditions
The current standard for production of OHA grantees is to maintain
an average minimum production level of at least 10 units per year.
Grantees are furthermore expected to continually have projects in
stages of predevelopment (post site control but pre-construction)
and planning (identified sites under feasibility analysis and must
be in pursuit of site control)
