The New Jersey Community Housing Demonstration Programs include an array of programs established in partnership with the Department of Human Services' (DHS) Divisions of Developmental Disabilities (DDD), Mental Health Services (DMHS), Youth and Family Services (DYFS) and The Commission for the Blind and Visually Impaired (CBVI). Each program serves a specific target population(s) and assists project sponsors by providing low-interest financing to develop innovative and flexible housing opportunities for individuals and families seeking affordable housing with supportive services in independent community-based settings. NJCHDP programs are listed below:
- The Supported Housing Rental Program This program provides financing to non-profit, for-profit developers and/or municipalities for the acquisition of land for building(s) with rehabilitation or new construction, or conversion of building(s) as transitional or permanent rental apartments/units for persons with special needs. The entire community residence or a portion of the units as determined by the appropriate Department or Division of the State (State Agency) in these affordable housing developments will be set aside for identified populations served by DHS. The purpose of the program is to enable persons with special needs to live with dignity and independence within the communities of their choice by expanding the supply of affordable and quality housing.
- Section 811 Supportive Housing Bridge Loan Program The New Jersey Community Housing Demonstration Programs' (NJCHDP) HUD Section 811 Supportive Housing Bridge Loan Program specifically assists eligible organizations that have received a HUD Section 811 Supportive Housing Fund Reservation for a Capital Advance and Project Rental Assistance Award to finance the acquisition of properties approved by HUD for the designated Fund Reservation. The Bridge Loan (or short term loan) is made in anticipation of repayment when the sponsor draws down the HUD Capital Advance funds to purchase the approved property.
- Developmental Disabilities Home Ownership Program The HMFA initiated the Home Ownership Program in order to assist individuals with disabilities to purchase a home and modify a residence to make it accessible for the prospective homeowner. The program is available to prospective borrowers who have a developmental disability and persons who are at least 18 years of age, who have the legal capacity (or a co-signer with the legal capacity) to enter into contract, and applicants that can demonstrate sufficient income necessary to support the mortgage loan. Additionally, the Division of Developmental Disabilities Regional Office Assistant Director (RAD), Intake Manager, or other appropriate DDD designee must refer eligible borrowers, in writing consistent with requirements of the HMFA Program Guidelines.
