  • What is it?


    - helping families keep their homes -

    The Homeownership Preservation Refinance Program (HPRP) provides an affordable financing alternative to borrowers whose current mortgage is no longer suitable for their financial situation.

    HPRP is a 30- or 40-year loan fixed at a low interest rate for the life of the loan: 8% for a 30-year loan and 8 1/8% for a 40-year loan.  HPRP provides closing cost assistance and one on one counseling and is available to families earning up to 140% of area median income.  The maximum allowable incomes range from $113,680 to $134,120 depending on where you live.

    The loan can be equal to 100% of the appraised value of the home or 103% of the appraised value if private mortgage insurance is included in the mortgage loan.

    The borrower cannot take cash back except to pay for out-of-pocket costs or pay off a second loan directly related to the HPRP financing.

    The maximum mortgage limits also vary depending on where you live.  For a 1 family dwelling, the maximum in Burlington and Camden counties is $320,625; in Bergen, Essex, Hudson and other counties, the maximum is $429,619.  For a 2 family dwelling, the maximum in Burlington and Camden counties is $361,125; in counties such as Morris, Ocean, Passaic and others, the maximum rises to $550,005.

  • Am I Eligible?

    You may be eligible if you have experienced a financial hardship because your mortgage payment has increased due to a rate reset or other loan terms and you have been denied a mortgage modification. 

    To qualify after a rate reset, you may have up to three 30 day late or one 60 day late payments on your mortgage during the past 12 months; there will be no minimum credit score requirement. 

    The property refinanced with the HPRP loan must be occupied as the borrower’s primary residence and the borrower must maintain occupancy for the life of the loan.

    To qualify before a rate reset, you can have no late payments during the past 12 months; your credit score may be no lower than 575. 

    Borrowers who own other residential real estate property at the time of the HPRP loan closing are NOT eligible for the HPRP loan.

    The borrower must document the hardship caused by the inappropriate mortgage loan that is being refinanced with the HPRP loan.

    The borrower must be able to show that he/she has the ability to repay the HPRP loan.

  • Is this Program right for me?

    Loan applications for HPRP must be made through one of NJHMFA’s participating lenders.  A participating lender will help you determine whether the NJHMFA program or another home loan option best fits your needs.
