How can I file a complaint if my rent is going up?

The best thing is to contact the municipality in which the building is located and ask for the Rent Control and Leveling Board. They will be able to determine if the increase is allowed.

What should I do if I have no heat, hot water, or electricity?

First call the emergency number listed by your landlord to report the problem.  You can also contact the municipality and ask for the housing inspector unit or the Department of Community Affairs Bureau of Housing Inspection at 609-633-6219 or the Division of Codes and Standards at 609-292-7898.
