Special Needs Housing Partnership Loan Program (SNHPLP)

Under the Special Needs Housing Partnership Loan Program (SNHPLP), the New Jersey Housing and Mortgage Finance Agency (NJHMFA), the New Jersey Department of Community Affairs (DCA) and the New Jersey Department of Human Services (DHS), Division of Developmental Disabilities (DDD) will provide financing to create permanent supportive housing and community residences for individuals with developmental disabilities.

Loan proceeds may be used for the acquisition and rehabilitation of existing three- to four-bedroom single family houses and first floor three- to four-bedroom condominiums, with acquisition and all rehabilitation to be completed within six (6) months of mortgage closing.

Other housing arrangements of up to six (6) bedrooms may qualify, on a case-by-case basis, as may be accepted by NJHMFA staff, in consultation with the New Jersey Department of Human Services, Division of Developmental Disabilities (DDD), provided the Sponsor is able to meet the 6-month threshold requirement. New construction, while not encouraged, will be considered on a case-by-case basis provided the Sponsor is also able to meet the 6-month threshold requirement.

New Jersey Community Housing Partnership Programs (NJCHPP)

The New Jersey Community Housing Partnership Programs were established in partnership with the Department of Human Services' (DHS) Divisions of Developmental Disabilities (DDD), Mental Health and Addiction Services (DMHAS), and Youth and Family Services (DYFS). Each program serves a specific target population(s) and assists project sponsors by providing low-interest financing to develop innovative and flexible housing opportunities for individuals and families seeking affordable housing with supportive services in independent community-based settings. Available NJCHPP programs are listed below:
  1. The Supportive Housing Rental Program: This program provides financing to non-profit, for-profit developers and/or municipalities for the acquisition of land for building(s) with rehabilitation or new construction, or conversion of building(s) as permanent rental apartments/units for persons with special needs. The entire community residence or a portion of the units as determined by the appropriate Department or Division of the State (State Agency) in these affordable housing developments will be set aside for identified populations served by DHS. The purpose of the program is to enable persons with special needs to live with dignity and independence within the communities of their choice by expanding the supply of affordable and quality housing.
