Affordable Housing Trust Fund monitoring and Project/Unit monitoring are conducted electronically through the DCA web-based computer system called CTM.  Municipalities must designate municipal representatives to attend applicable training session(s).

Trust Fund Monitoring is designed to provide information on the collection and expenditure of affordable housing trust funds to ensure compliance with the Fair Housing Act.  Monitoring is required to be completed by all municipalities under State jurisdiction and by court towns that were ordered to submit monitoring to COAH.

Project/Unit monitoring is designed to keep track of proposed and completed affordable housing units that are included in plans prepared by participating municipalities.
