The process of re-procurement for the Contracted Systems Administrator (CSA) program began three years ago.  Its culmination is represented in the expertise, professionalism, and dedication to New Jersey children and families of each Evaluation Committee member.  The Department of Children and Families and its Division of Child Behavioral Health owe a debt of gratitude to Committee members.  Each member read truly thousands of pages, asked difficult questions and sorted through tough choices, and maintained a laser focus on youth and families. The humor, good will, intense commitment, and collegiality of Committee members was a true representation of New Jersey.

Reflections from the Evaluation Committee

“This process was non-political, extremely professional, well organized, systematic, and family centered.”

“It truly felt like a partnership.  Everyone was on the same level and we were all interested in the same mission--to recommend the best vendor for New Jersey’s families.”

“I was impressed with the number and diversity of content experts brought together, from State departmental and divisional officials, to provider community and family representation.”

“I think New Jersey is to be commended on its approach, design, attention to detail, and overall diligence with respect to this ongoing project.”

“The review of proposals was a rigorous, demanding, and thorough task.”

“The Evaluation Committee went to families and providers for input and suggestions.”

“DCBHS made sure that all aspects of the System of Care were addressed during the development of the RFP and the proposal evaluation process.”

“The process of evaluating the CSA applications was enlightening.  The ultimate goal of serving youth and families effectively and efficiently was central to the deliberations.”

“The Evaluation Committee was run well and comprised of experienced individuals representing a diverse group of stakeholders, including individuals representing the provider community and families.”

“Child Welfare workers will be better able to meet the needs of youth involved with both DYFS and DCBHS.”

“Members were thoughtful, knowledgeable, thorough, and very professional.  Having been involved in 100-120 similar processes, this one was the most fair to the bidders."

“The Evaluation Committee and the supporting members read volumes of material thoughtfully prepared by the bidders and then carefully reviewed each element of the proposals bringing program, fiscal, contract, insurance, technical and plain old common sense to the table.”

“Committee members were knowledgeable, and fair, and asked a lot of questions of the bidders”

“I believe this new system will take New Jersey’s System of Care to another level and will be something that other states may wish to replicate.”
