NJDEP White Papers
Q: The deadline to submit comments has passed. Can I still submit comments on the white papers?
A: Comments on the NJDEP white papers are posted, as received, and are organized according to the individual and organization that submitted the comments. In most cases, each commenter submitted comments on multiple white papers. To date, the NJDEP received a total of 67 individual comments from 24 different individuals or organizations covering 37 of the 60 posted white papers.
After reviewing and taking into consideration the comments received on the white papers, the NJDEP revised or updated the white papers as needed. The revised versions of the white papers are posted next to the original versions. The NJDEP white papers do not represent the NJDEP's final position on the control measures discussed in the white papers; but instead, reflect the NJDEP's thinking at this time. The NJDEP will continue to review potential control measures, both regulatory and nonregulatory, to reduce the levels of ozone and particulate matter and improve visibility in New Jersey. While the formal comment period for these white papers has closed, the NJDEP continues to welcome input from the regulated community and other interested parties on these potential initiatives. Further comments should be submitted to the NJDEP via email to airworkshop@dep.state.nj.us or mailed hardcopy to the following address:

Q: What was the purpose of the workshop?
A: The purpose of the workshop was twofold: to provide an update on efforts since the June 2005 workshop to address air quality challenges facing New Jersey and to share preliminary regulatory and nonregulatory plans to reduce air emissions and to attain federal health and visibility standards.

Q: How do I obtain information that was shared at the workshop?
A: Please visit http://www.nj.gov/dep/airworkgroups/2006update for additional information. All the presentations from the workshop are posted. In addition, the 60 white papers drafted by the NJDEP on control measures under consideration and discussed at the workshop are posted. Original Six Workgroups
Q:What was the purpose of the original six workgroups?
A: The primary goal of each original workgroup was to develop recommendations for controlling and/or reducing emissions from their specific source categories that would then be considered by the NJDEP.
Discussions on the recommendations concluded on September 30, 2005. Reports containing these recommendations for further consideration were submitted to the NJDEP on October 31, 2005. The workgroups were also charged with providing the NJDEP with feedback regarding the data presented at the workshop, which are used by the NJDEP in determining significant emission sources. The workgroups were encouraged to provide any additional data or information available to ensure that we were all working with the most up-to-date information as we develop emission source controls.

Q: What were the original six workgroups?
A: The original six workgroups were:
1. Homes and Restaurants, which included topics such as wood smoke, cooking smoke and fuel burning.
2. Gasoline Cars and Trucks
3. Non-Automobile Gasoline Engines, which included topics such as yard equipment and gasoline boats.
4. Diesel Engines, which included topics such as on-road, non-road and marine engines. Subgroups included:
Diesel On-Road (heavy-duty trucks, buses)
Diesel Non-Road (construction equipment, trains, planes, ports)
Diesel Stationary (generators)
5. Stationary Combustion Sources, which included topics such as peaking units, boilers and heaters.
6. Volatile Organic Compounds from Processes and Consumer Products, which included topics such as surface coating and storage.

Q:Is it too late to get involved?
A: The workgroups have completed their initial goals and not active at this time. If you could not participate in the any of the original six workgroups, you may read the recommendations and reports produced by each of the workgroups by visiting http://www.nj.gov/dep/airworkgroups. Then, go to the web page of the workgroup in which you are interested by clicking on the name of the workgroup. If you have comments on these documents, you email the NJDEP at airworkshop@dep.state.nj.us, or call the Bureau of Air Quality Planning at (609) 292-6722.
