BACKGROUND: The Department of Environmental Protection (the Department) is adopting amendments and new rules at N.J.A.C. 7:27-31 entitled "NOx Budget Program," which prescribe how much oxides of nitrogen (NOx) may be emitted from certain large, stationary, combustion sources. The NOx Budget Program also incorporates an interstate trading mechanism. Please refer to the proposal for background information about this program.
