The Air Permitting Program is revising Batch Plant Production Technical Manual 1301.  The Department formed a joint DEP/Industry workgroup to develop the revise manual.  The workgroup had two meeting in March and April.  The final draft manual addresses all of the workgroup’s issues.  A notice of the revision will be published in the New Jersey Register. The Batch Plant Production Technical Manual 1301 was first published in 1986 and last revised in 1993.  Since then, N.J.A.C. 7:27-8 was revised and N.J.A.C. 7:27-22 was adopted.  These regulations added new air contaminant categories, new reporting and SOTA emission thresholds and a new HAP list consistent with the Clean Air Act Amendments of 1990.  In addition, the Department started implementation of electronic permitting using the RADIUS application software.  Technical Manual 1301 had to be revised to be consistent with all of these changes.
