Clarification on Operating Certificate Renewal Dates and Fees When changing a Preconstruction Permit
When a facility makes any change to an existing preconstruction permit, the operating certificate expiration date remains the same as the original Operating Certificate. This procedure has been in place since 1998.
Service fees are assessed only for new sources and those that are being changed. Only new and changed sources should be included in the permit application to avoid having fees assessed for other sources.
When a permit application includes combining two or more permits into a single permit, the expiration date of the resulting operating certificate will be the expiration date of whichever combined operating certificate expires first.
At the time of expiration of the operating certificate, renewal fees will be assessed for all pieces of equipment included in the preconstruction permit, consistent with N.J.A.C. 7:27-8.6.
