The Air Permitting Program has revised Technical Manual (TM) 1002, “Guideline on Air Quality Impact Analysis.” The prior version of TM 1002 was issued in August, 1997. The revisions were necessary based on the current air quality models being used and modifications made to reference materials.
TM 1002 is principally for source operations required to conduct an air quality impact analysis pursuant to N.J.A.C. 7:27-8.5 “Air Quality Impact Analysis” and N.J.A.C. 7:27-22.8 “Air Quality Simulation Modeling and Risk Assessment.”

The Air Permitting Program has revised Technical Manual (TM) 1003, “Guidance on Risk Assessment for Air Contaminant Emissions.” The prior version of TM 1003 was issued in December 1994. The revisions were necessary to outline current Department guidance, to reflect current Department procedures, such as an increased emphasis on risk screening procedures, and to update reference materials.
TM 1003 provides information for carrying out risk assessments for air toxics and for complying with risk guidelines.
TM 1003 is intended for source operations required to perform risk assessments for a Preconstruction Permit or Operating Permit, permit renewal, or a federal or state regulation. Regulations which could require that a risk assessment be performed include, but are not limited to, the following: N.J.A.C. 7:27, N.J.A.C. 7:26, Title 40, Code of Federal Regulations (CFR), Parts 60, 61, 63, 264, and 266.

The revisions were necessary based on modifications to test methods, additional protocol templates, changes to the Department’s structure, and updates to reference materials.
TM 1004 is intended for source operations required to perform compliance stack emission tests as a condition of a Preconstruction Permit or Operating Permit, Permit renewal, or a Federal or State regulation. Regulations which could require that a compliance stack test be conducted include, but are not limited to, the following: N.J.A.C. 7:27, N.J.A.C. 7:26, Title 40, Code of Federal Regulations (CFR), Parts 60, 61, 63, 264, and 266.
