The Air Permitting Program is revising Technical Manual (TM) 1005, "Guidelines for Continuous Emission Monitoring Systems (CEMS), Continuous Opacity Monitoring Systems (COMS), Periodic Monitoring Procedures (PMPS), and Annual Combustion Adjustments (ACAS)" The existing version of TM 1005 was issued in July, 2001. The revisions are necessary based on modifications to test methods, changes to the Department's structure, and updates to reference materials.
TM 1005 is meant for source operations required to install and operate CEMS/COMS, and required to conduct periodic monitoring and annual combustion adjustments as a condition of a Preconstruction Permit or Operating Permit, Permit renewal, or a Federal or State regulation. Regulations which could require continuous or periodic monitoring and combustion adjustments include, but are not limited to, the following: N.J.A.C. 7:27, N.J.A.C. 7:26, Title 40, Code of Federal Regulations (CFR), Parts 60, 61, 63, 264, and 266.
A notice of the revision was published in the New Jersey Register on June 1, 2009. The public comment period will close on August 3, 2009. A revised manual and fact sheet are available at the Department's web site: http://www.state.nj.us/dep/aqpp/publicnotices.htm
