What is eNAT?
The electronic Netting Analysis Tool (eNAT) is a Microsoft Access Database used by the New Jersey Department of Environmental Protection (NJDEP) and the regulated facilities to create, submit, approve, and manage netting analysis submissions required under N.J.A.C 7:27-18 Emission Offset Rule. NJDEP maintains the master database which contains netting analysis information submitted by the facilities.
The facilities enter and manage their proposed increase in allowable emissions (IA) and contemporaneous data (IP, INP, IF, DO, and DC) and use the database to create a zipped file that is submitted to NJDEP with a modification. The terms IA, IP, INP, IF, DO, and DC are defined in N.J.A.C 7:27-18. The zipped submission file is imported into NJDEP’s master version of the database. NJDEP then reviews and approves the new IAs.
Downloading and Installing eNAT
eNAT is a Microsoft Access Application and requires the full version of Access 2007 or 2010. In absence of Access 2007 or 2010 versions, user can download the MS Access 2010 Runtime version from http://www.microsoft.com/en-us/download/details.aspx?id=10910.
The zipped file/folder below must be downloaded to install eNAT on your computer. The zipped folder contains two files (eNAT.accdb and eNAT_be.accdb) and the eNAT Instruction Manual. After the download is complete, open the instruction manual and follow the step-by-step directions under Getting Started in Chapter 2.

To login as a Facility user, enter the User ID “eNATFacility” and Password “eNATUser” into the fields and click the Login button. Note that the User ID and Password are case-sensitive. A correct User ID and Password will allow entrance into the eNAT application and open the form for Selection of Facility.
