Gasoline-fueled motor vehicles include those fueled by gasoline, gasoline-alcohol blends, alcohol, and gaseous fuels like hydrogen, propane and natural gas. Pure electric vehicles are not included. The regulations at N.J.A.C. 7:27-15 cover inspection requirements, highway standards, idling limits and anti-tampering provisions. Emission test procedures may be found at N.J.A.C. 7:27B-5 (Air Test Method 5). Most gasoline-fueled vehicles are required to undergo an emissions inspection every two years. New vehicles may be exempt from inspection for the first five years. The Department also restricts idling of vehicles to three minutes in most cases and prohibits tampering with emission control devices.
The major functions of the Inspection and Maintenance Program are:
- Administration of OBD problem vehicles and OBD testing exceptions

Offering guidance and technical support on engine technology, emissions testing equipment, pollution control devices, regulatory issues and laws in order to design and implement control strategies.
The Enhanced Inspection and Maintenance program is jointly administered by the New Jersey Motor Vehicle Commission (MVC) http://www.nj.gov/mvc/ and the New Jersey Department of Environmental Protection (NJDEP). The MVC determines where and when vehicles must be inspected, conducts overt and covert performance audits and audits equipment at Private Inspection Facilities (PIFs).
- The DEP determines what emissions tests vehicles must receive, approve emissions testing equipment and audits equipment at Centralized Inspection Facilities (CIFs).
- Information concerning emissions test your vehicle would be subject to can be found here. Inspections must be performed by a licensed inspector at a CIF or PIF. Locations, hours of operation and wait times may be found at MVC’s website.
