SUMMARY STATEMENT

Air toxics are substances present in the atmosphere which are recognized by the USEPA and the NJDEP as being potentially harmful to human health.

The 1990 Cumulative Exposure Project (CEP) results by the USEPA in late 1998, revealed for the first time, comprehensive and alarming estimates of air toxics exposure across the State of New Jersey. Although a program to address air toxicities has existed in the NJDEP since 1979, the CEP highlighted the need to take a thorough look at air toxicities exposures and sources in the state and to develop a logical plan for reducing potentially high exposures among our citizens.

The Council is seeking ways to assist the NJDEP Strategic Plan which identifies additional strategies that should be applied to the air toxicities program. They include developing and applying risk assessment tools to identify and evaluate sources of exposure to these chemicals within a community. These projects are in the early stages and would benefit greatly from suggestions for ways to make these types of comprehensive risk assessments meaningful and manageable.

	The Clean Air Council Will Explore the following questions at the public hearing:

1.	What are the health effects and potential exposures to air toxics?

2.	What is shown by ambient air monitoring and what are the trends?

3.	What are the sources of air toxics?

4.	What risk assessment tools and other studies are, or should be available?

5.	What are some solutions to current health risks, consumer choices, emissions, and other air quality factors?

6.	Is enough being done to improve New Jersey's air quality?

7.	Are new regulations needed? Are current rules adequately enforced?

The Clean Air Council

Created by legislation in 1954, the Clean Air Council makes recommendations to the Commissioner of the Department of Environmental Protection on matters and programs pertaining to air pollution control.

Invited speakers from federal, state, and local regulatory agencies, citizen's groups, commerce and industry will be scheduled. The public is invited to participate in the discussions or to provide a formal presentation. In addition, Council members will be available to listen to and respond to citizens' comments after the hearing.

Anyone wishing to make a formal oral presentation is asked to reserve, by April 5, 2000, a 15-minute time period by contacting Erin Indelicato, Clean Air Council Liaison, New Jersey Department of Environmental Protection, P.O. Presenters should bring 15 copies of their remarks to the hearing for use by the Council members, the hearing transcriber, and members of the press. The hearing record will remain open until May 12, 2000 so that additional written testimony can be received.
