The technical guidance documents were developed to provide guidelines for the development and implementation of innovative energy and environmental technologies.

The Technology Acceptance & Reciprocity Partnership (TARP) documents were developed as a joint effort to offer the necessary guidelines for developing and implementing technologies that would satisfy the requirements of the respective TARP States, and qualify for reciprocity acceptance among the other TARP States.

The Interstate Technology Regulatory Council (ITRC) is a workgroup that is made up of individuals from state and federal government, industry, academic institutions, and stakeholders. The ITRC develops technical and regulatory documents that would provide guidance for the development and implementation of innovative environmental technologies.
