The Construction Section assures the integrity of the construction and initial operational phases of projects funded through The New Jersey Environmental Infrastructure
Financing Program, The Pinelands Infrastructure Fund, Applicable Federal Grants and The Sewerage Infrastructure Improvement Act Program. The section assists both public
and private funded entities. The section insures all program requirements are complied with during the construction of funded projects by monitoring construction,
payment, engineering and administrative activities.
The section conducts inspections of funded projects to effectively monitor the construction phase to ensure that
projects are being properly constructed in accordance with the approved plans and specifications and all State and Federal requirements.
The section also ensures
facilities achieve their designed benefit during initial operation. The section also assists with contract disputes and changes. The unit certifies payment requests are
for work which has been acceptably completed and also performs loan adjustments and technical review of construction contract change orders to ensure projects are
technically sound and in compliance with all State and Federal requirements.
