Technical Services Section The Technical Services Section performs environmental and cultural resource impact assessments for the planning and design of projects pursuing financing under any of the programs administered by the Municipal Finance and Construction Element. This ensures projects receiving financing are environmentally acceptable and in compliance with necessary state and applicable federal laws. Project reviewers summarize project conditions, anticipated environmental impacts and necessary mitigating measures in an Environmental Decision Document. Assistance is provided to address environmental concerns during the construction phase on an as-needed basis. The section also reviews Wastewater Management Plans and Water Quality Management Plan Amendments to ensure consistency between these plans and those developed under the financing programs. Further, the section processes Environmentally Sensitive Area (ESA) grant condition mapping revision/waiver requests to determine whether building on impacted lots can be authorized in areas subject to the federal grant conditions or requires referral to the EPA for final determination. Office of Program Development This office develops and finalizes the element's annual Priority System, Intended Use Plan, Priority List, and Response Documents. The office is also responsible for the preparation of the State Revolving Fund (SRF) Capitalization Grant applications and SRF Annual Reports, coordination with EPA in negotiating grants, preparation of financing program rule proposals/adoptions, and the preparation of various communications documents such as press releases and advisories.
