New Jersey Register and Administrative Code now published by West Publishing Company

The New Jersey Office of Administrative Law recently announced that it has licensed the West Publishing Company as the official publisher of the New Jersey Register and the New Jersey Administrative Code beginning July l, 1995. These publications were previously published by the Division of Rules and Publications in the Office of Administrative Law.

The New Jersey Register is the official journal of state agency rulemaking. Published twice a month, the Register contains the full text of agency proposed and adopted rules, notices of public hearings, Gubernatorial Orders, and agency notices of public interest.

The New Jersey Administrative Code is a compilation of all rules adopted by state agencies. Code updates are currently issued once a month in a 6 by 9 inch loose-leaf format and are organized by agency subject matter.

The new licensing arrangement between the Office of Administrative Law and West Publishing will realize several innovations for both the Register and Code. For instance, West will reformat the Code to an 8 l/2 by 11 inch loose-leaf print version which will reduce the number of Code pages, and the purchase cost to subscribers, as well as the size and cost of updating the Code. West will offer the Code as a full set, individual titles, and smaller versions of individual titles if there is sufficient market demand for a particular segment of the Code. Smaller segments of the Register may also be offered if there is subscriber interest in a particular subject. Such options will provide more choice, and result in savings to customers who want to buy selected rules rather than an entire Title of the Code.

In addition, West's publication capacity will speed the delivery of these products to subscribers. The Code will be updated twice a month simultaneously with publication of the Register as rule changes become effective. West will also make the Register and Code available in several electronic formats such as on West's CD-ROM libraries, WESTLAW (West's computer-assisted legal research service) and a newly developed Public Access System (PAS). These electronic versions will increase the public's access to and improve the searchability of the regulatory information contained in the Register and Code.

The Register and Code join other titles West publishes for the State of New Jersey. These include: New Jersey Tax Reports, New Jersey Superior Court Reports, New Jersey Reports, New Jersey Statutes Annotated, New Jersey Digest, and the New Jersey Practice Series. With the addition of the Register and Code to West's CD-ROM libraries, it will be easier to conduct research and move among New Jersey statutes, rules and cases.
