09/28/09   5G3 Construction Activity Stormwater General Permit

Effective October 1, 2009, NJDEP will launch the Stormwater Construction E-Permitting System. With the implementation of this system, the State Soil Conservation District offices will no longer be accepting Stormwater Construction General Permit Request for Authorization (RFA) forms. All RFAs shall be submitted electronically using the NJDEP Online portal to access this electronic application service. If necessary, paper applications may be submitted to the NJDEP Office of Permit Management on a form provided by the Department. Below are links to access the E-Permitting system as well as guidance materials to aid in this transition.

09/21/09   Dental Amalgam NJDEP Online Registraton and Certification - Temporarily Shut Down

Please note: The Dental Amalgam Registration and Certification web page has been temporarily shut down to standardize the registration and certification period for all dental facilities impacted by the amalgam regulations. If you are attempting to register for the first time, or are attempting to renew your existing registration, please come back to this page on October 2, 2009, to complete your registration and certification.

Going forward, dental facilities will be required to certify between 10/1 and 12/31 of each year, with the certification covering the period 10/1 to 9/30 of the reporting year.

8/19/09   Draft Renewal of Scrap Metal Permit and Draft Vehicle Recycling Permit

New Jersey Department of Environmental Protection ("the Department") proposes to reissue the New Jersey Pollutant Discharge Elimination System (NJPDES) Scrap Metal Industrial Stormwater General Permit along with the draft Vehicle Recycling Stormwater General Permit.

5/29/09   Draft Renewal Combined Sewer Systems General Permit

New Jersey Department of Environmental Protection ("the Department") proposes to reissue the New Jersey Pollutant Discharge Elimination System (NJPDES) General Permit for Combined Sewer Systems (CSS) NJPDES No. NJ0105023, in accordance with NJAC 7:14A and by the authority of the Water Pollution Control Act at N.J.S.A. 58:10A-1 et. seq. This General Permit was last reissued on June 30, 2004 and is due to expire on July 31, 2009.

This General Permit controls the discharge of pollutants from Combined Sewer Systems (CSS) through Combined Sewer Overflow Points (CSO Points) within the State of New Jersey.

The Department has adopted the FY2009 NJPDES Annual Fee Report and Assessment of Fees. In accordance with N.J.A.C. 7:14A-3.1, publication of this notice marks the completion of the FY2009 budgeting and fee assessment process for the NJPDES permit program.

blue arrow12/03/2008   Draft Renewal Municipal Stormwater General Permits

The Department has proposed the renewal of the four (4) New Jersey Pollutant Elimination System Stormwater General Permits ( Tier A Municipal Stormwater General Permit, Tier B Municipal Stormwater General Permit, Public Complex Stormwater General Permit and the Highway Agency Stormwater General Permit) issued to implement the USEPA Phase II stormwater regulations. 

The public comment period for all four (4) draft renewal began December 3, 2008 and will close January 16, 2009. The Department has extended the thirty (30) day comment period to forty-five (45) days to account for the holiday season.   Details on how to submit comments as well as a description of proposed changes are contained in the Fact Sheet for each general permit.  The Department has not proposed any major capital projects or changes due to the current economic issues facing the State.  Changes have been proposed to help municipalities and other permittees implement the program in a cost effective manner with added flexibility while improving water quality.

blue arrow08/12/08   Revised Technical Manual for Phosphorus Evaluations for NJPDES DSW Permits

The Department has revised the 2003 Phosphorus Evaluation Manual for NJPDES DSW Permits. This technical manual is used to determine whether or not phosphorus criteria shall be applied to specific wastewater discharges, in accordance with the existing criteria at N.JA.C. 7:9B. The Technical Manual for Phosphorus Evaluations (PDF) can be downloaded at http://www.state.nj.us/dep/dwq/techman.htm, or a paper copy can be requested by calling (609) 292-4860.

This clarification is issued by the New Jersey Department of Environmental Protection, Division of Water Quality to establish its wastewater and stormwater aqueous sample analysis requirements for Total Petroleum Hydrocarbons (TPHC) as applied under New Jersey Pollutant Discharge Elimination System regulations at N.J.A.C. 7:14A.

The New Jersey Department of Environmental Protection is proposing to readopt with amendments the New Jersey Pollutant Discharge Elimination System (NJPDES) rules at N.J.A.C. 7:14A. The proposal was published in the March 17, 2008 New Jersey Register (40 NJR1478(a)).

blue arrow2/28/08   Sanitary Subsurface Disposal (T1) General Permit Renewal

The Bureau of Nonpoint Pollution Control has issued a draft renewal of the Sanitary Subsurface Disposal (T1) General Permit. This permit regulates sanitary wastewater discharges with a design volume in excess of 2,000 gallons per day, which were authorized and approved by local administrative authorities prior to January 1, 1990.

The New Jersey Department of Environmental Protection's Municipal Stormwater Regulation Program is designed to address the impacts of stormwater-borne pollution on our State's waterways. Each permittee is required to submit an Annual Report and Certification indicating the status of the implementation of each Statewide Basic Requirement as well as additional supporting data. The Department has compiled this data into the Status Report Summary and online database which can be found by following the link below.

blue arrow01/10/08   Impacts of USEPA Methods Update Rule (MUR) on NJPDES Permits

The USEPA has issued a final MUR that revised the list of approved analysis and sampling procedures in wastewater regulations. These rules make significant changes in test procedures for analysis and sampling for pollutants in wastewater and sludge. A large number of methods of analysis have been deleted for use in regulatory compliance testing and have been replaced by alternate more up-to-date methods. In addition, a number of new test methods have been added and procedures for the preservation of samples and holding times for several analytes have been changed. The analytical method changes made in these rules will impact your laboratory's certification, may require changes to your laboratory's procedures as well as the compliance monitoring performed under your NJPDES permit.

blue arrow01/07/08  NJPDES General Permit for Dental Facilities discharging to Onsite Wastewater Treatment Systems – Cat K2

The Bureau of Nonpoint Pollution Control has finalized the NJPDES General Permit to regulate those who discharge wastewater to the ground water from new or existing dental facilities using individual subsurface sewage disposal systems, i.e. “septic systems”, or Class V Underground Injection Control (UIC) wells.  Examples of these systems include septic tanks with seepage pits, disposal fields, leach or tile fields (or an equivalent distribution mechanism); cesspools; dry wells; injection wells and infiltration galleries.  This permit was developed to remove dental amalgam prior to entering the waste stream by requiring dental facilities that generate amalgam waste to implement Best Management Practices (BMPs) and install an amalgam separator.
