Engineer Recognition Program
The Expedited Treatment Works Approval (TWA) Pilot Program (Program) was
originally developed by the Department in May 1994, in consultation with the New Jersey Society
of Professional Engineers, the New Jersey Society of Municipal Engineers and the Consulting
Engineers Council of New Jersey. The goal of the Program was to reduce review time of minor
permits (30 days or less) by increased reliance on a P.E. Certification to the effect that
the submittal is both administratively and technically complete. The scope of the original pilot
program is limited to minor Treatment Works permits (sewer extension less than
400 L.F. in length and/or any lateral connection).
To submit an application for the Expedited Treatment Works Approval (TWA) Pilot
Program (Program), you must make an appointment for the submission of the TWA application and you
must include the Professional Engineer's Certification for 30-Day Expedited TWA Application
Processing. To ensure the administrative completeness of your submittal, you can use the
Expedited TWA Checklist for Administrative Completeness for your convenience.
However, your engineering firm can been recognized for the quality of its
participation in the Expedited Treatment Works Approval (TWA) Pilot Program (Program) and can
be eligible for expanded scope incentives under the Program.
To increase the use of the Program and to further improve the quality of the
TWA application submittals, the Department and the Professional Engineering Groups, in
October, 1997, agreed upon an Engineer Recognition Program. The objectives of the
Engineer Recognition Program are (1) to acknowledge engineers who consistently submit
administratively and technically complete applications, (2) to establish a mechanism for positive
peer recognition, and (3) to institute a program incentive for those recognized engineers.
Pertinent details of the program are as follows:
Engineer Recognition Program - Criteria:
- A minimum of three (3) applications must be submitted for the Expedited TWA
Pilot program, within the specified reporting period.
- The reporting period will be the three (3) consecutive State fiscal years prior to DEP annual reporting the program results (i.e. SFY95 to SFY97; July 1994 to June 1997)
- At least 70% of the total number of the Expedited TWA applications submitted must be both administratively and technically complete.
- Recognized Engineer would be eligible for program incentives, for a period of one (1) calendar year, beginning the January after the DEP reports results.
- DEP will report its findings to Professional Engineering groups and to the Recognized Engineers.
Engineer Recognition Program - Incentives:
- The Recognized Engineer would be allowed to submit Expedited TWA applications with an increased project scope, expanded from the current maximum of 400 L.F. to a maximum of 1000 L.F. of sewer extension.
- The Recognized Engineer incentive would be valid for one (1) calendar year, beginning in January.
- The Recognized Engineer will be acknowledged by the DEP and may be recognized before his/her peers by the Professional Engineering groups.
We are pleased to announce that based on the data for the past three State Fiscal years (2000-2002), fourteen (14) engineering firms have qualified for the Engineer Recognition Program. Please see Attachment A for the complete list of qualified engineers.
By promoting this positive and incentive-based program, both the Professional
Engineering groups and the Department anticipate a greater use of the Expedited TWA Pilot Program.
The benefits of the Engineer Recognition program for the Professional Engineers include recognition
for excellence in quality submittals, and incentive for expanded scope of expedited projects. The
improved quality of project submittals results in an overall reduced processing time. This enables
the Department to provide better constituent services to the Regulated Community.
We encourage your participation in this pilot program and with the expanded scope
offered under the Engineer Recognition program, we anticipate that submittal of quality TWA
