Respond to reports and/or complaints of possible land use violations received from municipal and county officials, private citizens, and other public and private organizations. |
• |
Conduct education and outreach programs to educate all levels of government, organizations, and citizens on the technical aspects of the rules regulating development in areas under Land Use jurisdiction and the importance of complying with them. |
• |
Respond to complaints of illegal activity in areas of our jurisdiction from citizens, towns, organizations. |
• |
Conduct compliance inspections of Land Use Permits to ensure compliance with their conditions, requirements, and limitations. |
• |
Issue enforcement documents compelling compliance, including Notices of Violation, Administrative Orders and Notices of Civil Administrative Penalty Assessments, as well as executing Administrative Consent Orders to resolve cases and ensure compliance and restoration. |
• |
Monitoring enforcement cases to ensure compliance by the Respondent either securing appropriate Land Use permits or by removing the violation by restoration and/or mitigation. |
• |
Provide compliance assistance to municipal governments and citizens unfamiliar with the regulations. |
• |
Attach and/or record violations to the property Deed of the site in violation. |

| How our Field Offices Correspond to the Geographic Regions of the State
|
| |
| Land Use compliance and enforcement is divided into three (3) offices, each responsible for a geographic region of the State. |
| |
|
The Northern, or Chester, New Jersey office is responsible for a geographic region which includes the HIGHLANDS, an area located in the northwest corner of New Jersey. The Highlands has been described as being the most pristine geographic area in the northern part of the State and must be preserved to protect our water resources, wildlife habitat, and recreational opportunities. This area is described on a map promulgated by the legislature and is subject to special and strict development and water quality rules. From the Highlands office, CLUE enforces the Regulations in the following counties: Northeast and Northwest Bergen County, Warren County, Western Morris County, Western Passaic County, and Sussex County. |

| The Southern office is located in Toms River, New Jersey. This office is responsible for a geographic area that encompasses over a hundred miles of the Atlantic coastline and thousands of miles of both tidal and non-tidal waters. More specifically, the shore region extends from Monmouth County and South to Salem County as well as part of the New Jersey Pine Barrens. The southern office takes additional responsibility for ensuring that the laws protecting our shore resources are adhered to under the Coastal Area Facilities Review Act, the Waterfront Development Statute, as well as the Freshwater Wetland Protecton Act of 1970 and the Tidelands Act. |

| The Central Office is located in Trenton, New Jersey. The Trenton Office is responsible for a geographic area beginning in the South with Gloucester & Camden Counties then continuing north through Burlington, Mercer, Middlesex, Hunterdon, and Somerset Counties. The Northern region encompasses the Hackensack Meadowlands Development Commission (HMDC) area. |

| The New Jersey Legislature has consistently recognized the value of protecting certain lands from development. The Bureau of Land Use Compliance and Enforcement is responsible for ensuring compliance with the Regulations placed in effect by the New Jersey State Legislature. By accomplishing compliance with these regulations, Land Use Compliance and Enforcement ensures that development within regulated areas occurs in a manner that protects the quality and quantity of our water supplies, prevents destruction and protects critical animal habitats, including threatened and endangered species. Compliance can be achieved in many ways. The most rewarding is through restoration and mitigation on the site. The following link provides a look into some of our success stories. |
