Program Activities
The New Jersey Department of Environmental Protection's (NJDEP) Office of Local Environmental Management (OLEM) oversees the administration of the following:

The New Jersey
Department of Environmental Protection's (NJDEP) Office
of Local Environmental Management (OLEM) oversees the administration
of the County Environmental Health Act (CEHA) program, the
State of New Jersey Noise Control Act, and Greenstart, NJDEP’s
voluntary compliance assistance program.
As its primary function, OLEM administers the CEHA program by awarding grant funds on an annual basis to 21 CEHA certified county health agencies. NJDEP delegates its enforcement authority to these county health agencies in the environmental program areas of air pollution, safe drinking water, solid waste, noise and local hazardous-material emergency response. OLEM has also expanded the CEHA scope of programs to include special projects in air toxics, pesticides, underground storage tank inspections, right-to-know, coastal cooperative monitoring, freshwater bathing beach monitoring and migrant farm drinking water sampling.
OLEM is responsible for oversight of the Noise Control Act, and through CEHA, delegates all enforcement of the Act to the certified county health agencies. OLEM also assists municipalities in the development and adoption of local noise ordinances.
The Greenstart program is a voluntary, no-cost compliance assistance program that was created specifically to aid municipalities and small businesses. OLEM oversees the application process and arranges for multi-media site visits to help them understand and comply with the environmental regulations that apply to them.
In addition to Greenstart, OLEM has developed a compliance assistance program that is sector-based (focus on a specific type of business or operation). Presently through this initiative, site visits are conducted at public and private marinas and municipal public works facilities to ensure that they hold the proper permits and are complying with state environmental regulations.
