Flood Hazard Risk Reduction and Resiliency Grant Program

The Office of Flood Hazard Risk Reduction Measures has been allocated Community Development Block Grant – Disaster Recovery (CDBG-DR) funding from the US Department of Housing and Urban Development (HUD) to fund projects or improvements that reduce storm surge or flood risk.
Notice of Funding Availability:
A Notice of Funding Availability was published in the November 3, 2014 New Jersey Register. A copy of this notice has been translated to Spanish.
Rounds of Funding:
The application period for Round 2 of funding opened on October 20, 2015 and will close on April 20, 2016. A total of $25 million in grants will be awarded in Round 2. More information, including the paper versions of the grant application and scoring sheets, can be found on the Grant Guidance page. Only electronic applications will be considered for grant funding. The electronic application will become available online on December 15, 2015.
Round 1 was announced in December 2014. A total of 5 projects were in total awarded over $18 million to complete their respective projects. More information on Round 1 can be found here, or at the textbox below.
Municipalities and counties in one of the nine counties (Atlantic, Bergen, Cape May, Essex, Hudson, Middlesex, Monmouth, Ocean, and Union Counties) most affected by Superstorm Sandy, as determined by HUD. Regional coordination on projects is encouraged.
- Coastal Lakes (e.g. surge reduction, increased discharge capacity)
- Flood Risk Reduction Infrastructure (e.g. levees, tide gates, flood barriers)
- Stormwater Management (e.g. pump stations, capacity increase, storage areas)
- Beneficial Use of Dredge Material
Application and Funding Requirements:
Funding is provided through HUD’s Community Development Block Grant – Disaster Recovery (CDBG-DR) program. HUD CDBG-DR requirements must be followed as a condition of funding, as set forth in the Round 2 application.
