Abstract:

This data represents the results of the 2008 Section 303(d) List of Water Quality Limited Waters (303(d) List). This List contains all NJ waters (represented as assessment units) and associated parameters not meeting applicable NJ Surface Water Quality Standards (N.J.A.C. 7:9B). The data identifies each assessment unit assessed as not attaining the applicable designated use based on the 2008 Integrated Water Quality Monitoring and Assessment Methods, and the parameter causing non-attainment. The 2008 303(d) List was published as Appendix B of the 2008 Integrated Water Quality Monitoring and Assessment Report (Integrated Report).

Purpose:

This data set spatially represents the assessment results for the 2008 Section 303(d) List of Water Quality Limited Waters (303(d) List), which was approved by USEPA on August 13, 2009 pursuant to Section 303(d) of the federal Clean Water Act and adopted by NJDEP on October 8, 2009 as an amendment to the Statewide Water Quality Management Plan pursuant to N.J.A.C. 7:15-3.4 and 6.2.

II. Terms of Agreement
1. Digital data received from the NJDEP are to be used solely for internal purposes in the conduct of daily affairs.
2. The data are provided, as is, without warranty of any kind and the user is responsible for understanding the accuracy limitations of all digital data layers provided herein, as documented in the accompanying cross-reference files (see Section 1.14 CROSS-REFERENCE). Any reproduction or manipulation of the above data must ensure that the coordinate reference system remains intact.
3. Digital data received from the NJDEP may not be reproduced or redistributed for use by anyone without first obtaining written permission from the NJDEP. This clause is not intended to restrict distribution of printed mapped information produced from the digital data.
4. Any maps, publications, reports, or other documents produced as a result of this project that utilize NJDEP digital data will credit the NJDEP's Geographic Information System (GIS) as the source of the data with the following credit/disclaimer:
"This (map/publication/report) was developed using New Jersey Department of Environmental Protection Geographic Information System digital data, but this secondary product has not been verified by NJDEP and is not state-authorized."
5. Users shall require any independent contractor, hired to undertake work that will utilize digital data obtained from the NJDEP, to agree not to use, reproduce, or redistribute NJDEP GIS data for any purpose other than the specified contractual work. All copies of NJDEP GIS data utilized by an independent contractor will be required to be returned to the original user at the close of such contractual work.

Layer was derived from the HUC14 coverage. Positional Accuracy for Huc14 states:
NJGS received sub-huc14 basins coverage from USGS-WRD in NAD27 UTM coordinates and began processing into Dephuc14 in NAD83 State Plane Feet coordinates. Projection resulted in a coverage that was shifted about 735 ft SSW in comparison to earlier coverages. The reason for, and origin of this shift is unknown. Therefore, the projected coverage was manually transformed using an affine transformation to best fit the correct line positions based on a comparison to earlier version of the dephuc14 coverage.

The NJ HUC 14 coverage was used as a base layer. The Delaware river was hand digitized using the 2002 photos and than broken up to match the DRVC's assessment breaks. than the polygons along the coast were split using a 1500' line that followed the coast. Lastly each polygon was assessed for designated uses and the attributes were created using the methodology described in our 2006 integrated report.200701

This dataset consists of 2,304 assessment unit/parameter combinations and identifies 41 discreet parameters as pollutants causing impairment (i.e., non-attainment of applicable designated uses) on NJ waters), including "cause unknown". Parameters are considered to cause impairment if they exceed the applicable surface water quality standards (SWQS) in accordance with the 2008 Integrated Water Quality Monitoring and Assessment Methods (Methods Document), unless otherwise noted in the detailed description (definition) of the attribute. The Attribute information (i.e., dates, Attribute Domain Values) provided for Cause Unknown applies to all 41 parameters identified on the 2008 303(d) List.
