Abstract:

This data set is a graphical representation of the Coastal Areas Facilities Review Act (CAFRA) boundary, which legislates land use within the coastal area. This boundary was dissolved from the Coastal Planning Areas in New Jersey data set.

Purpose:

Map the legislative boundary of the Coastal Area under the jurisdiction of the Coastal Area Facilities Review Act (CAFRA), N.J.S.A. 13:19-1 et seq (as amended to July 19, 1993).

Digital data received from the NJDEP may not be reproduced or redistributed for use by anyone without first obtaining written permission from the NJDEP. This clause is not intended to restrict distribution of printed mapped information produced from the digital data. 4. Any maps, publications, reports, or other documents produced as a result of this project that utilize NJDEP digital data will credit the NJDEP's Geographic Information System (GIS) as the source of the data with the following credit/disclaimer:

"This (map/publication/report) was developed using New Jersey Department of Environmental Protection Geographic Information System digital data, but this secondary product has not been verified by NJDEP and is not state-authorized."

5. Users shall require any independent contractor, hired to undertake work that will utilize digital data obtained from the NJDEP, to agree not to use, reproduce, or redistribute NJDEP GIS data for any purpose other than the specified contractual work. All copies of NJDEP GIS data utilized by an independent contractor will be required to be returned to the original user at the close of such contractual work.

Coastal Planning Area attribute values were removed as just the CAFRA boundary is being shown. No other tests were conducted for accuracy of the attributes.

Logical_Consistency_Report:

The topological accuracy for this data set originally refers back to the State Planning areas (splan2) where the Coastal Planning Areas were dissolved from. The splan2 polygons were labeled. There are no duplicate arcs and no dangling nodes. The ArcInfo commands "labelerrors," "nodeerrors," and "intersecterr" were used to verify topological integrity

Completeness_Report:

Coastal Planning Areas data was DISSOLVED to show only the polygon boundary. Most attribute fields were also removed.

Office of Smart Growth Process (Taken from Planning Areas of the NJ State Development and Redevelopment Plan, adopted March 1, 2001 metadata) - "Through the Cross - acceptance process, a series of 1:24,000 film USGS quadrangle registered maps defining the Planning Area boundaries of the New Jersey State Development and Redevelopment Plan was created. Locations of the boundaries were originally refined using hardcopy orthophotoquads as produced by Markhurd Corp (1986). Later boundaries were digitized using digital orthophotos at 3 - meter resolution (1991), and latter still, using 1995 digital orthophotos at 1 - meter resolution from USGS." NJDEP Process - Planning area boundaries for the CAFRA area were clipped from the splan2 shapefile of the 2001 State Plan Policy Map. NJDEP municipality/ county shapefile was intersected into the Coastal Planning Area shapefile. This shapefile then was recalculated to update perimeter, area and acre values. Attributes were modified to reflect the application of the planning areas in the Coastal Zone Management rules, N.J.A.C. 7:7E.
