This data is a depiction of Coastal Planning Area boundaries used in permitting by the NJDEP. Coastal Planning Areas are those planning areas that have been adopted by the State Planning Commission and reviewed and accepted by the Department for the purposes of CAFRA. Planning area boundaries for the CAFRA area (defined at N.J.S.A.13:19-4) were clipped from the splan2 shapefile of the 2001 State Development and Redevelopment Plan (SDRP), updated March 9, 2003 (the last update affecting the CAFRA area). Attributes were modified to reflect the application of the planning areas in the Coastal Zone Management rules, N.J.A.C. 7:7E.
- Purpose:

Coastal Planning Areas are areas that share a common set of conditions such as population density, infrastructure systems, level of development, or environmental sensitivity. Coastal Planning Areas are one component of regulations adopted by the NJDEP, pursuant to CAFRA. The impervious cover limits and vegetative cover percentages for proposed developments requiring a CAFRA permit are determined by the location of proposed development within a Coastal Planning Area, CAFRA center, CAFRA core, CAFRA node or non-mainland coastal center, and for the Coastal Suburban Planning Area, whether the site is located in a sewer service area. N.J.A.C. 7:7E-5B.4 and 5B.5 set forth the impervious cover limits and vegetative cover requirements for a site in the CAFRA area. There are five types of Coastal Planning Areas: Coastal Metropolitan Planning Area, Coastal Suburban Planning Area, Coastal Fringe Planning Area, Coastal Rural Planning Area, and Coastal Environmentally Sensitive Planning Area. Each Coastal Planning Area has associated with it a corresponding, pre-determined impervious cover limit and vegetative cover requirement.

The Coastal Zone Management rules do not distinguish between Rural Planning Areas (4a) and the Rural Environmentally Sensitive Planning Areas (4b) nor between the Environmentally Sensitive Planning Areas (5a) and the Environmentally Sensitive Barrier Island Planning Areas (5b). . This data layer includes Parks, although this designation is not used in N.J.A.C. 7:7E-5B.4 and 5B.5.

Data Distribution Agreement
I. Description of Data to be Provided.
The data provided herein are distributed subject to the following conditions and restrictions.
SUBJECT DATA LAYERS
For all data contained herein, NJDEP makes no representations of any kind, including, but not limited to, the warranties of merchantability or fitness for a particular use, nor are any such warranties to be implied with respect to the digital data layers furnished hereunder. NJDEP assumes no responsibility to maintain them in any manner or form.
II. Terms of Agreement
1. Digital data received from the NJDEP are to be used solely for internal purposes in the conduct of daily affairs.
2. The data are provided, as is, without warranty of any kind and the user is responsible for understanding the accuracy limitations of all digital data layers provided herein, as documented in the accompanying cross-reference files (see Section 1.14 CROSS-REFERENCE). Any reproduction or manipulation of the above data must ensure that the coordinate reference system remains intact.
3. Digital data received from the NJDEP may not be reproduced or redistributed for use by anyone without first obtaining written permission from the NJDEP. This clause is not intended to restrict distribution of printed mapped information produced from the digital data.
4. Any maps, publications, reports, or other documents produced as a result of this project that utilize NJDEP digital data will credit the NJDEP's Geographic Information System (GIS) as the source of the data with the following credit/disclaimer:
"This (map/publication/report) was developed using New Jersey Department of Environmental Protection Geographic Information System digital data, but this secondary product has not been verified by NJDEP and is not state-authorized."
5. Users shall require any independent contractor, hired to undertake work that will utilize digital data obtained from the NJDEP, to agree not to use, reproduce, or redistribute NJDEP GIS data for any purpose other than the specified contractual work. All copies of NJDEP GIS data utilized by an independent contractor will be required to be returned to the original user at the close of such contractual work.
Users hereby agree to abide by the use and reproduction conditions specified above and agree to hold any independent contractor to the same terms. By using data provided herein, the user acknowledges that terms and conditions have been read and that the user is bound by these criteria.

Coastal Planning Areas are complete on the date of publication. Changes to the State Plan Planning Area boundaries must be approved by the State Planning Commission through the map amendment process prescribed in the State Planning Rules (NJAC 5:85) . Planning Area map amendments approved by the State Planning Commission within the CAFRA area may be accepted, rejected, or rejected and revised by NJDEP, as prescribed in the Coastal Zone Management Rules (N.J.A.C. 7:7E).

Scale of the original mapping was 1:24000. Feature locations should generally meet National Map Accuracy Standards for that scale, which means that boundaries are within 40 feet of their intended locations; however accuracy testing has not been done.

produced by Markhurd Corp (1986). Later boundaries were digitized using digital orthophotos at 3-meter resolution (1991), and later still, using 1995 digital orthophotos at 1-meter resolution from USGS.
