ADVISORY:
NJDEP is in the process of updating this metadata file to comply with the FGDC Content Standards for Digital Geospatial Metadata (CSDGM). In order to make this data available immediately to the public, NJDEP is releasing it to the New Jersey Geographic Metadata Clearinghouse with the existing metadata. The updated metadata will be made available after the review and verification of the content of the metadata has been completed.
This dataset is a graphical representation of high hazard lines in 100-year flood areas of coastal New Jersey to help protect against major coastal flooding. The coverage was built as a network with line and polygon attributes.
Purpose:
This dataset was created to provide vital graphical information on 100-year flood areas (High Hazard Line) on New Jersey's Atlantic Coast for the Federal Emergency Management Administration (FEMA) and other organizations to protect against major coastal flooding.
Supplemental Information:
Data was not recompiled but transformed. The V line is represented by a poly on the outer coast. The outer line has no meaning but simply closes the poly so that it can be coded as a poly for ZONE and ELEV. The line attribute, SOURCE,describes if the line was taken from FEMA or is an ESRI closure line.

For all data contained herein, (NJDEP) makes no representations of any kind, including, but not limited to, the warranties of merchantability or fitness for a particular use, nor are any such warranties to be implied with respect to the digital data layers furnished hereunder. NJDEP assumes no responsibility to maintain them in any manner or form.
II. Terms of Agreement
1. Digital data received from the NJDEP are to be used solely for internal purposes in the conduct of daily affairs.
2. The data are provided, as is, without warranty of any kind and the user is responsible for understanding the accuracy limitations of all digital data layers provided herein, as documented in the accompanying Data Dictionary and Readme files. Any reproduction or manipulation of the above data must ensure that the coordinate reference system remains intact.
3. Digital data received from the NJDEP may not be reproduced or redistributed for use by anyone without first obtaining written permission from the NJDEP. This clause is not intended to restrict distribution of printed mapped information produced from the digital data.
4. Any maps, publications, reports, or other documents produced as a result of this project that utilize NJDEP digital data will credit the NJDEP Geographic Information System (GIS) as the source of the data with the following credit/disclaimer:
"This (map/publication/report) was developed using New Jersey Department of Environmental Protection Geographic Information System digital data, but this secondary product has not been verified by NJDEP and is not state-authorized."
5. Users shall require any independent contractor, hired to undertake work that will utilize digital data obtained from the NJDEP, to agree not to use, reproduce, or redistribute NJDEP GIS data for any purpose other than the specified contractual work. All copies of NJDEP GIS data utilized by an independent contractor will be required to be returned to the original user at the close of such contractual work. Users hereby agree to abide by the use and reproduction conditions specified above and agree to hold any independent contractor to the same terms. By using data provided herein, the user acknowledges that terms and conditions have been read and that the user is bound by these criteria.

Attribute Accuracy Report: Attributes taken from the FEMA maps. Data not checked by the NJDEP GIS as of yet.
Logical Consistency Report: The FEMA maps are not true maps within a reference system. Since they are large scale the distortion is minimized, but they do not fit exactly, the 1986 photoquads, even after transformation.

A mylar manuscript was made for each FEMA map panel. The high velocity V line and road intersections were delineated on the mylar. Tics ids were identified at these intersections on the manuscript and orthophoto. The V line is defined as "Areas of 100 year coastal flood with velocity (wave action)." The manuscript mylars were scanned, vectorized and edited. The unique tics on the orthophoto were digitized and added to the transformation file for each panel. Each panel was then transformed and appended and checked to the photoquads.

Process Description:
We created a mylar manuscript for each panel that contained high velocity wave action flood zones. Road intersections and other features that were identified on both the map and the ortho photo were assigned a unique tic id and location on the mylar. These locations were also marked on the ortho photo with an erasable pencil. The mylar manuscripts were scanned and vectorized. After editing the coverages, the processor set up the orthophoto using the state plane tics and digitized the unique tics into a transformation coverage and transformed the scanned coverage into real world coordinates. All of the individual coverages were then appended into the VZONE coverage and edgematched together. At this point ESRI identified areas that had no source coverage, but would most likely contain high velocity wave action areas. An arbitrary box enclosed these areas and the items ZONE and ELEV were filled with all nines to show there was no data for these areas and to close off the open polygons. The coastline coverage was then drawn up as a background coverage to see how well the flood zone boundaries matched up with the coast. For the most part it scaled orientated and fit the zones in the correct position, however it did show that the coastline used in the FEMA mapping was not the same coastline used by NJDEP. Since the V Flood zones on the FEMA maps closely align to the coastline, any slight difference in the shape of the coastline can cause the Zones to meander back and forth across the NJDEP coastline.
