The Division of Fish and Wildlife, Endangered and Nongame Species Program
The Endangered and Nongame Species Program's (ENSP) mission is to actively conserve New Jersey's biological diversity by maintaining and enhancing endangered, threatened and nongame wildlife populations within healthy, functioning ecosystems. ENSP is part of the Division of Fish and Wildlife within the Department of Environmental Protection’s Office of Natural and Historic Resources. The program is responsible for the protection and management of nearly 500 wildlife species found in the Garden State. These include the 73 species currently listed as endangered or threatened.
Upon request from the Division of Land Use Regulation, the Endangered and Nongame Species Program conducts review and provides input with respect to applications to DLUR for various land use permits, letters of interpretation, habitat suitability determinations, etc. that may involve endangered or threatened wildlife. ENSP comments are generally technical in nature and limited to advising DLUR of anticipated impacts to endangered or threatened wildlife, adequacy of submitted information regarding wildlife and wildlife habitats, and location and suitability of habitats. ENSP does not determine or assess compliance with specific DLUR rules or procedures, but provides DLUR with information to assist them in making such determinations.
Requests for environmental review that thoroughly address the relevant endangered and threatened wildlife rules, and include due dates and a GIS file of the area under review serve to facilitate the environmental review process. Depending on the type of application this may include: thorough and detailed description of current condition of the subject site (vegetation, topography, location and description of significant geological features, soils, etc.); methods, including dates and times and results of any rare species surveys; names and qualifications of any persons conducting rare species surveys.
