PROGRAM DESCRIPTION:

The Child Care/Educational Facilities Unit is responsible for reviewing Preliminary Assessment reports and issuing No Further Action (NFA) letters to Child Care Facilities pursuant the emergency amendments January, 2007 to N.J.A.C. 10:122 (Manual of Requirements for Child Care Centers). The unit is also responsible for reviewing Preliminary Assessment reports and issuing NFA letters to schools pursuant to the Madden Bill (Senate Bill 2261). Also included in the review is potability of the facility drinking water by the Bureau of Safe Drinking Water.  The indoor air quality is evaluated by the Department of Health and Senior Services, Indoor Environments Program.

Issuance of Remedial Action Workplan Approvals and/or NFA letters by the department will assist local construction officials when issuing construction permits for facilities classified as Universal Classification Codes (UCC) Groups F, or H, or S, or B, or M, if the property is on a list of contaminated sites, or there is suspected contamination of the property.

Issuance of NFA letters by the department will assist local construction officials when issuing Certificates of Occupancy for those same UCC classifications listed above.

MONETARY ASSISTANCE PROVIDED: 

P.L. 2007, Chapter 135 (Assemby No. 4285), approved August 6th, 2007, allows for grants from the Hazardous Discharge Site Remediation Fund (P.L. 1993, c. 139) to be provided to the owner/operator of a child care center for the costs of conducting an environmental assessment of up to $1,500.00.
