CELLULAR PHONE ANTENNA

Cellular Phones Towers - The emission of radiation from cellular phone base station antennas are regulated in New Jersey under the Radio Frequency Radiation statute, N.J.A.C. 7:28-42. The DEP does not regulate radiation from portable cellular phones (vehicle mounted or hand-held).

Cellular phone antennas mounted on free-standing towers or water towers typically result in ground-level radiation fields many orders of magnitude below the limits specified in Subchapter 42. Based on current research findings, the Department does not expected that any adverse health effects would result from exposure to radiation levels under these circumstances.

Within a few feet from the actual antennas, radiation levels can exceed Subchapter 42's limits. If an antenna were mounted on a water tower, such levels may be encountered by workers painting the tower. It is suggested that roof-mounted antennas, which may be accessible to building maintenance workers or the general public, have some access restriction and/or conspicuously placed RF radiation warnings. On average, one must be approximately 5 feet from the antennas before encountering radiation levels in excess of Subchapter 42's limits.
