Notice of Rule Proposal
Greenhouse Gas Monitoring and Reporting Program, N.J.A.C. 7:1G-3.1, 3.2 and 5.3; N.J.A.C. 7:27-21.1 through 21.3, 21.5, and 21.11 through 21.13

Public Notice
Take notice that the NJ Department of Environmental Protection is proposing new rules and amendments.  A statement of the substance of the proposal follows:  The proposed new rules and amendments establish a greenhouse gas monitoring and reporting program as required by the Global Warming Response Act.  The proposed new rules and amendments require monitoring and reporting of greenhouse gas emissions by electric generating facilities; fossil fuel manufacturers, distributors or wholesalers; gas public utilities and natural gas pipelines; and facilities that release or store greenhouse gases other than carbon dioxide above thresholds proposed by the Department.

The proposal is scheduled to be published in the New Jersey Register dated January 20, 2009.  A copy of the proposal(PDF) is available from the DEP web site or by contacting the Office of Climate and Energy at (609) 341-2183.

A public hearing concerning the proposal is scheduled as follows:
