An innovative energy and environmental technology (IEET) is a new device or process developed to satisfy specific NJDEP regulatory requirements and, even though not adequately demonstrated in practice, has the ability to achieve greater environmental protection than technologies in common practice. Therefore, when applying for NJDEP permit(s), the performance claim(s) of an IEET should be independently verified as less polluting, more efficient, less resource intensive, etc. when compared to commonly used practices.

SAGE is leading the NJDEP's effort to encourage the development and use of innovative energy and environmental technologies in New Jersey that are economically feasible, scientifically plausible, and supported by stakeholders. This will be accomplished through a collaborative effort with NJDEP regulatory programs to adopt technology-specific technical guidance documents for assisting IEET companies acquire the necessary performance data for developing independently verified claims to satisfy environmental regulations.

A scientifically administered verification process would allow the NJDEP regulatory programs to rely on an IEET independently verified claim(s) (from third-party verification entities acceptable to NJDEP) and develop expedited timeframes for the review and decision-making for permits or approvals associated with its use. To ensure that the guidance documents are developed with sound scientific and technical requirements, SAGE will be collaborating with the NJDEP regulatory programs, verification entities, academia, technology incubators, and the respective industries.

A company wishing to obtain operating permits for an innovative technology for which there are no clear regulatory guidelines should contact the SAGE program at the contact information given below. SAGE will review the information regarding the technology and will recommend and coordinate activities related to its demonstrated performance to comply with criteria of the respective regulatory program(s). SAGE’s technical evaluation of an IEET would serve as a screening tool for initiating the pursuit of the respective NJDEP permits through the to the Permit Coordination and Environmental Review program.

SAGE’s activities are currently on power generation, water resources, and site remediation. As other NJDEP regulatory programs become part of the IEET initiative, SAGE’s website would be updated to reflect those activities, accordingly.
