DEP Announces Next Application Period for Cleanup Star Program

accepted by the DEP until April 13, 2006. |
Applications for environmental professionals seeking Cleanup Star
pre-qualification are being accepted by DEP until March 30, 2006.
Environmental Professionals are encouraged to review the Cleanup
Star Program Guidance Document and the NJDEP Cleanup Star Application,
and apply if they meet the specified criteria. The Cleanup Star
Program Guidance Document explains the qualification criteria and
the terms of the Cleanup Star Program.
Completed applications and all supporting documentation
must be received by the Cleanup Star Program by 4:00 PM on April
13. Applicants must use the latest version of the application
posted on the NJDEP Cleanup Star Web page. (You can find the application
form links on this Web page.)
- Incomplete applications will not be accepted.
- Applications lacking any supporting documentation will be considered
incomplete.
- No applications or supplemental information will be accepted
after the closing date.

NJDEP Announces Current Cleanup Stars
The Cleanup Star Web site has been updated to include individuals
designated as Cleanup Stars from the January 5, 2005 application
period. The revised lists also reflect changes resulting from the
removal of individuals who failed to provide the Department with
updated documentation concerning the renewal of required insurance
coverage, the completion of the required 8-hour health and safety
refresher and a valid third-party certification, for those that
have expired.

New Documents Available

The New Jersey Department of Environmental Protection has made
several changes to the Cleanup Star Program Guidance Document and
Cleanup Star Certification used to implement the Cleanup Star Program.
One notable change is the Cleanup Star Program will now allow cases
that trigger a ground water investigation, where the results indicate
no contamination above the applicable Ground Water Quality Standards,
to proceed through the Cleanup Star Process. In addition, the Cleanup
Star Questionnaire has been modified to reflect the changes that
have been made in the Cleanup Star
Program Guidance Document.
Changes to the Cleanup Star Program Guidance Document were made
in the following areas:

The documents currently on this Web site supersede all other documents
previously published on this Web site or otherwise distributed,
and are the only documents recognized by the NJDEP under the Cleanup
Star Program.
Cleanup Star Program
Under this innovative program, NJDEP pre-qualifies environmental
consultants meeting rigorous education, experience and professional
requirements as "Cleanup Stars". These "Cleanup Stars"
will be permitted to investigate and remediate certain low-priority
sites and areas of concern with limited NJDEP oversight. NJDEP will
strictly audit Cleanup Stars' work to ensure regulatory compliance
and protection of public health and the environment.
The Cleanup Star Program will provide three important benefits:
First, by establishing standards of excellence for environmental
consultants, the Program will contribute to the improvement of
the environmental consulting profession.
Second, by relying on Cleanup Stars' expertise at the low-priority
sites, NJDEP case managers will have more time to focus on the
sites with greater environmental or public health concerns.
Third, Cleanup Star oversight will allow uncontaminated or slightly
contaminated property to go quickly through the NJDEP process,
allowing the properties to be sold or reused for important new
purposes.
By establishing and strictly enforcing the requirements of the
Cleanup Star Program, NJDEP will ensure that the investigation and
remediation of Cleanup Star sites is completed in full compliance
with the Technical
Requirements for Site Remediation and other appropriate standards.
In addition, a certain portion of all cases coming through the program
will be audited to ensure the integrity of all Cleanup Stars' work
product.
