SITE BACKGROUND INFORMATION

The site is 1.74 acres and located at Block 778, Lot 39 in a mixed-use area. The site is bounded on the north by Jefferson Avenue (residential/industry), on the west by Filmore Street (residential(vacant??)/empty lot. Further to the west, adjacent to the empty lot is an abandoned gas station. The site is bounded on the east by Sixth Street (industry/Conrail), and on the south by Chelton Street (industry - Camden Cogeneration Plant).

Langston purchased the property in 1954 from Mack Truck, Inc., who dealt in the sales and service of Mack Trucks. From 1954, Langston Corporation - Division of Molins Machine Corporation, manufactured machinery for use in the manufacture of corrugated cardboard. Presently the site is occupied by JL Poultry Company and functions as a chicken processing plant.

The Langston facility manufactured machinery for use in the manufacture of corrugated cardboard. Wastes onsite consisted of lubricating oils, hydraulic oils, cutting oils, water soluble coolants, cleaning solvents, paint thinners, and degreasers. Leaking underground storage tanks (USTs) are believed to be the primary source of the contamination onsite.

ENVIRONMENTAL ISSUES

“Area of concern" (AOC) means any existing or former location where hazardous substances, hazardous wastes, or pollutants are or were known or suspected to have been discharged, generated, manufactured, refined, transported, stored, handled, treated, disposed, or where hazardous substances, hazardous wastes, or pollutants have or may have migrated.

The following Areas of Concern (AOCs) have been identified at the site:

AOC 1 - 2,000-gallon #2 fuel oil UST - removed/excavated/sampled, awaiting completion of ground water AOC before closing;

AOC 2 - 2,000-gallon unknown UST and 1,500-gallon gasoline UST - both removed/excavated/sampled, awaiting completion of ground water AOC before closing;

AOC 3 - discharge pipe near Monitoring Well-3 (MW-3) - sampled, No Further Action is required;

AOC 4 - Drum storage area/stockpiled soil from UST removal - sampled, No Further Action is required;

AOC 5 – Baseline Ecological Evaluation - completed, No Further Action is required; and

AOC 6 - Ground Water, ongoing. Benzene and methyl tertiary butyl ether (MTBE) have historically been detected in the ground water on this site. The extent of the ground water contamination has been delineated. The person responsible for conducting the remediation has successfully demonstrated to the NJDEP that an off-site source had contributed to some of the ground water contamination detected onsite. The adjacent abandoned gas station is a suspected source. The most recent ground water monitoring results demonstrate that there is no residual source of contamination to ground water present on the site. A semi-annual ground water monitoring program has been approved by the NJDEP to confirm the natural remediation of the benzene and MTBE in the ground water.
