SITE BACKGROUND INFORMATION

The site consists of approximately 3.6 acres located on Lots 2.01, 2.02, and 2.03 of Block 1394. Property contains a large vacant office building, which was undergoing renovations into an apartment building during the early part of 2005.

ENVIRONMENTAL ISSUES

“Area of concern" (AOC) means any existing or former location where hazardous substances, hazardous wastes, or pollutants are or were known or suspected to have been discharged, generated, manufactured, refined, transported, stored, handled, treated, disposed, or where hazardous substances, hazardous wastes, or pollutants have or may have migrated.

Four areas of potential environmental concern were identified. They are as follows:

AOC 1 - Historic Fill
AOC 2 - Leaking Oil Containers on Lots 2.02 & 2.03
AOC 3 - Open NJDEP Case for Lot 2.01
AOC 4 - Stockpiled Soil and Debris

The following remedial actions have been proposed for each of the AOCs:

AOC 1 - The area identified with historic fill will utilize engineering and institutional controls to mitigate direct contact with the historic fill. The engineering controls will consist of capping with asphalt, concrete, the building footprint or soil cover with vegetation. In addition to the engineering controls a Deed Notice will be established for the site.

AOC 2 - The areas around the leaking oil containers were evaluated and the results indicate that the elevated levels of base neutral compounds are related to the historic fill and not related to formerly observed small areas of oil staining. Engineering and institutional controls were established for Lot 2.02, which received a No Further Action with a Deed Restriction on August 30, 2006.

AOC 3 - This AOC is lot 2.01, which is a parcel adjacent to Lot 2.02. Lot 2.01 is a site currently within the Site Remediation Program. Remedial activities have been completed, however, the results of these activities have not been provided to the Department.

AOC 4 - The analytical results of the stockpile of soil and debris area indicate the material should be removed from the site and properly disposed. Disposal documentation will be forwarded to the Department.

The Remedial Action Workplan for the aforementioned areas of concern was approved by the Department on November 17, 2005.
