SITE BACKGROUND INFORMATION

The site is approximately 5 acres in area and sits directly on the Delaware River in an industrial area. The site has been used for commercial or industrial purposes since at least 1906. From 1906 to 1946, the site was used for unloading cargo from barges to railroad cars. From 1946 to 1964 the primary use was warehousing for products including coffee, caustic soda, oils, and lubricants. After 1946, the site was used for the blending, repackaging, and mixing of chemical lubricants, surfactants, oil additives, and sodium hydroxide (NaOH) based chemicals. The site is currently owned by Camden Iron Works and used primarily for scrap metal storage.

ENVIRONMENTAL ISSUES

“Area of concern" (AOC) means any existing or former location where hazardous substances, hazardous wastes, or pollutants are or were known or suspected to have been discharged, generated, manufactured, refined, transported, stored, handled, treated, disposed, or where hazardous substances, hazardous wastes, or pollutants have or may have migrated.

A number of Areas of Concern have been investigated at the site including an above ground storage tank (AGST) holding diesel fuel, an electrical transformer area, sumps, floor drains, industrial wastewater tanks, and a septic system.

Contaminants found on the site in soils have included Potassium Hydroxide and metals such as chromium, lead, and nickel (though not at levels requiring remedial action). Non-aqueous phase liquid (LNAPL) fuel oil has been found in soils. Most soil issues are closed. Remediation for the LNAPL consists of bioventing/vapor extraction. If this is not successful, other remedial strategies will be implemented. Possible alternative strategies include excavation, vacuum enhanced recovery, biosparging, etc.

Ground water contamination is from volatile organic compounds including tetrachloroethylene (PCE), trichloroethylene (TCE), vinyl chloride, and chlorinated benzenes. Metals include arsenic, chromium, and lead. Contaminant concentrations are at relatively low levels. The original approach was to use natural attenuation and Classification Exception Areas. A more aggressive approach is now being implemented which consists of enhanced bioremediation.

The NJDEP is currently reviewing a Comprehensive Remedial Plan dated January 19, 2006.
