SITE BACKGROUND INFORMATION

The 1.3-acre site consists of a former warehouse, which burned down and then was demolished in December 2002.

ENVIRONMENTAL ISSUES

"Area of concern" (AOC) means any existing or former location where hazardous substances, hazardous wastes, or pollutants are or were known or suspected to have been discharged, generated, manufactured, refined, transported, stored, handled, treated, disposed, or where hazardous substances, hazardous wastes, or pollutants have or may have migrated.

The Preliminary Assessment identified eleven areas of potential environmental concern as follows:

AOC 1 – Underground Storage Tank suspected of containing diesel or gasoline located at western corner of former building on Atlantic Avenue.

Four soil samples were collected and analyzed for total petroleum hydrocarbons, volatile organic compounds, and lead. All results were below soil cleanup criteria with the exception of one lead exceedance.

Underground storage tank removal was recommended.

AOC 2 – Loading Dock; 3600 square feet of unpaved stained surface, drums of waste oil, hydraulic oil, and nitric acid.

Three soil samples were collected and analyzed for total petroleum hydrocarbons, volatile organic compounds, base neutrals, pesticides, metals, and PCBs. All results were below applicable cleanup criteria with the exception of benzo(a)anthracene, benzo(b)fluoranthene, benzo(k)fluoranthene, benzo(a)pyrene, indeno(1,2,3-cd)pyrene, and chrysene which were detected above soil cleanup criteria.

Soil samples were also analyzed for total petroleum hydrocarbons, volatile organic compounds, pesticides, and PCBs. Concentrations of these compounds were all below applicable cleanup criteria.

AOC- 3 – Freight Elevator located at Southeast Corner of Building

One sample was collected and analyzed for total petroleum hydrocarbons which were not detected. The piston needs to be inspected for evidence of a discharge.

AOC – 4 – Railroad Spur, along northern property boundary and northern side of structure

Four soil samples were collected adjacent to rail spur every 50 feet. Soil samples were analyzed for total petroleum hydrocarbons and revealed that no concentration exceeding applicable cleanup criteria were detected. Soil samples were also analyzed for metals, pesticides, and PCBs and revealed lead, arsenic, and PCBs at concentrations exceeding soil cleanup criteria. Base neutral analysis revealed benzo(a)anthracene, benzo(b)fluoranthene, benzo(k)fluoranthene, debenzo(a,h)anthracene, benzo(a)pyrene, indeno(1,2-cd)pyrene, and chrysene detected above soil cleanup criteria.

Horizontal and vertical delineation of soil contamination is necessary.

AOC 5 – Historic Fill

Four soil samples were collected. Two of the soil samples were only analyzed for total petroleum hydrocarbons and the results revealed no exceedances. Two samples were analyzed for total petroleum hydrocarbons, volatile organic compounds, base neutrals, metals, and pesticides and exceedances were detected in one or both of those samples. Soil samples were also analyzed for PCBs but the analysis was performed incorrectly and, therefore, the results are inconclusive.

AOC 6 – Two Above Ground Storage Tanks located in Buildings

Two soil samples were collected at each tank location and analyzed for total petroleum hydrocarbons. Two of the four samples were also analyzed for volatile organic contaminants. None were detected above soil cleanup criteria.

AOC 7 – Compressor

Some staining was observed but no cracks in the floor. One sample was analyzed for TPHC.

AOC 8 – Two Adjacent Horizontal Fuel Oil Above Ground Storage Tanks for Boilers Located at the Northwest corner of the Building.

Four soil samples were collected and analyzed for total petroleum hydrocarbons, with one of the samples also analyzed for volatile organic compounds. All results were below applicable soil cleanup criteria.

AOC 9 – Coal Elevator

One soil sample was collected and analyzed for total petroleum hydrocarbons, base neutrals, and PCBs. Benzo(a)anthracene, benzo(b)fluoranthene, benzo(k)fluoranthene, benzo(a)pyrene, and indeno(1,2-cd)pyrene were detected above the applicable soil cleanup criteria.

AOC 10 – Guard Shack Underground Storage Tank located adjacent to former facility gate.

Two soil samples were collected and analyzed for total petroleum hydrocarbons, with one also analyzed for volatile organic compounds. All results were below applicable soil cleanup criteria.

AOC 11 – Stained Soils located near center of the site.

One soil sample was collected and analyzed for metals, pesticides, and PCBs and all results were below applicable soil cleanup criteria. However, benzo(a)anthracene, benzo(b)fluoranthene, benzo(k)fluoranthene, benzo(a)pyrene, and indeno(1,2-cd)pyrene were detected above the applicable soil cleanup criteria.
