SITE BACKGROUND INFORMATION

The site consists of 54 former residential properties within the 2000 block of Arlington Street.

ENVIRONMENTAL ISSUES

“Area of concern" (AOC) means any existing or former location where hazardous substances, hazardous wastes, or pollutants are or were known or suspected to have been discharged, generated, manufactured, refined, transported, stored, handled, treated, disposed, or where hazardous substances, hazardous wastes, or pollutants have or may have migrated.

The Preliminary Assessment identified three areas of potential environmental concern as follows:

AOC 1 – Above ground storage tanks were identified in 29 residential properties reported to be located over concrete surface. Due to unsafe conditions, access into basements to investigate evidence of discharge from tanks was not possible. A total of 16 borings were performed to evaluate soil condition for evidence of a discharge. No exceedances were detected.

Since no evidence of discharges from the tanks has been identified, AOC 1 requires no further investigation.

AOC 2 - Area of historic fill - Eight soil samples were collected and analyzed for total petroleum hydrocarbons, base neutral compounds, PCBs, volatile organic compounds, pesticides and metals. Exceedances of soil cleanup criteria were detected for four base neutral compounds including benzo(a)anthracene, benzo(b)fluoranthene, benzo(k)fluoranthene and benzo(a)pyrene.

If left in place, soils would require engineering (cap) and institutional (deed restriction) controls.

AOC 3 – Radiation from nearby gas mantle site. Elevated levels of radiation have been found within the property, remediation of those areas is to be handled by the United States Environmental Protection Agency (USEPA).
